Item 20, consider and take appropriate action on the following items related to the Program Year 2012 Action Plan and Substantial Amendments to the Program Year 2011-2013 Consolidated Plan and 2006-2010 Action Plans available through Community Development Block Grant fund from H.U.D.
A, overview of comments received during the 30-day public comment period ozarks b, final draft of the program year 2012 action plan and comments and responses; c, final draft of the substantial amendments to the program year 2011 through 2013 consolidated plan and program year 2006-2010 action plans and d, authors submission to the u.s.
Department of housing and urban development, san antonio field office, region vi.

>> Today we're here to do the final action for the action plan that we've been working on since January.
And so we -- the Commissioners court approved the public comment draft back in June of the 2012 action plan and also a series of substantial amendments to add the village of webberville the cdbg service area, as well as to reprogram some project savings and delete a project.
During the 30-day public comment period that was required, we held two public hearings.
We received eight people providing testimony on the public hearing on June 26.
We have detailed backup of the summary of the comments for you in exhibit a.
Essentially the comments that were provided, there were some general comments made about excessive taxation and governmental waste.
An individual made comments regarding clarification on the funds dedicated for the home repair project and additional information for fair housing which we indicated which we provided at that time.
We also had several residents from the las suppose comigas community and the plans for their community to get access to water.
And then finally there was a question from one of the residents about the t.n.r.
Service station that we're working through getting them some information.
There were no comments heard on the July 10th public hearing and we received one comment in writing.
It was a request from a neighborhood that's actually located in the city of Austin which is outside of our service area, and so we are communicating with them to refer them back to the city of Austin for their program.
So those were the comments that we received.
We provided most of the responses during the public hearing on the 26th.
Of those that we didn't respond to, there was a comment made that we were spending 40% of allocation on administrative and planning, but it's actually 20%, which is the allowable amount for the grant.
Other than that, the rest of the details are in the back.
Then in terms of the final drafts that we're asking you to approve today, we have provided those public comments in both a substantial amendment as well as the py 12 action plan.
Additionally to the py 12 action plan we updated some of the dollars on the careover chart as we had a better idea what we were going to spend this year.
We also updated some maps with project locations.
We also included the lake oak estates primary survey results because that's a required attachment and also the certification.
So other than minor changes to grammar and those kinds of things, that's the total of the changes we made during the public comment period and we're requesting approval of both the py action plan, the substantial amount to the plan and to the 2006-2010 action plan so we can submit them to h.u.d.
This week.

I called to her telephone number on the day and I did not receive a response, but she told me she received it, she didn't write down the telephone number correctly so I needed to -- actually I made a comment right here request information.
So there is no one but there was one, me.

>> It was -- it was a comment about the home buyer assistance program and I can talk to him about that afterwards.
We didn't actually do anything necessarily related to home buyer assistance.
It was an alternate project but I was going to discuss his questions about the program today.
I checked in with him this morning.

>> Separate from this particular application, yes, and we also have a cdbg funded home buy aassistance --

>> She told me she would see me after this.

July 3, 2012: Travis County Launches New Video Playback System

Our new streaming video system uses a single video clip for each session and items are linked to specific locations on that clip. Some browsers and mobile devices do not recognize the location information and display the entire clip. If this happens the "start time" will help you find your item's video within the larger clip.

On July 3rd, 2012, Travis County began leveraging free resources by posting Commissioners Court meetings on Youtube. Previously every video clip was edited separately and hosted on the county's video server. The old system also required RealPlayer to view the video clips.

The new systems save time and resources -- and that saves taxpayer dollars!
