I call to order the Northwest Travis County Road District Number 3, the Golden Triangle.
Item 1 is to approve payment of claims and authorize county treasurer to invest road district funds.
There are claims, but no investments.

Two is to consider and take appropriate action on recommended maximum tax rate and proposed fiscal year 2013 road district budget for northwest Travis County road district number 3.

I have with me ladd pattillo, your financial advisor.
In the backup I've kind of laid out the narrative that goes along with the recommendation on the tax rate for the golden triangle road district number three, but I would like to have ladd kind of brief you on the rate calculation.

Good morning, judge, Commissioners.
I prepared four different scenarios there that you should have in your backup that show an assumption of slow growth on the av, the assessed valuations.
No growth, negative growth and rapid growth.
And the assumptions are stated in the -- at the bottom left.
This road district did have some unexpected growth and value this year.
The tcad told me it was because they really took a hard look at commercial values.
We can lower the tax rate this year.
You can lower it to 13 cents and still have 17 and a half percent of next year's debt service in the pot and next year's is the last maturity to be paid off on these bonds.
The only tax rate you set for golden triangle is the debt service tax rate.
And in all cases 13 cents for this year looks prudent.
>> And that's a reduction from the current year tax rate of 15.5 cents.
And pbo supports ladd's recommended rate of 13 cents.
>> Then I would move approval of that recommendation.

On July 3rd, 2012, Travis County began leveraging free resources by posting Commissioners Court meetings on Youtube. Previously every video clip was edited separately and hosted on the county's video server. The old system also required RealPlayer to view the video clips.
The new systems save time and resources -- and that saves taxpayer dollars!
