Citizens Communication is first and this item gives residents an opportunity to address the court on any item not on the agenda.
The following people have signed up, gus pena, norman allen, ronnie reeferseed, in that order.

>> Good morning, judge, Commissioners, gus pena, proud native east Austinite, proud united states marine corps veteran, proud graduate of albert sidney johnson high school.
This article comes in from usa, backlog of v.a.
Disability claims growing.
We cannot get our own claims processed quickly enough to benefit our families and I'm including myself also, and so we have dialogues with the secretary of veterans affairs about how we can expedite processing disability claims and other claims by our veterans.
Judge and Commissioners, I -- I'm asking the listeners and the viewers to volunteer to become mentors and tutors.
We are -- aisd still has a summer school session going, it's the last session, we need mentors and students to help our students achieve academic excellence in reading, writing and mathematics.
The new stars test, excuse me, accountability is hurting a lot of people, a lot of students, but we can help them out.
As the last year shows with mentoring and tutoring, kids have prevailed and overcome obstacles.
School supplies and clothes for the needy students.
Economic development, we need jobs with a livable sustaining wage and health care benefits.
As you read the newspaper last week, united way published a list of agencies that are not receiving funding from united way.
Among them is the meals on wheels.
This is devastating, catastrophic.
We need to find funding.
I know the city of Austin has said not every agency is going to be fully funded.
We need to strategize and prioritize citizens and youth are not hurt by these catastrophic losses of funding.
Judge and Commissioners, I'm a proud united states marine corps veteran and I wanted to let you know veterans need to be recognized for their service to their country and also that they they get pts treatment, job training, mental health treatment, and also our female veterans need to have health care benefits because they have different, distinct health care issues from the male veteran.
Judge and Commissioners, a society's worth is measured by its treatment of the less fortunate and I am -- I want to say this, judge and Commissioners, have I grade pride in being here with my former teacher and fellow johnsonite and I thank him very much because he once gave me good advice that I carry even as a young man as I am today.
Thank you very much, judge, and look forward on working on the funding and budgetary process.
It's catastrophic.
We need to get the funding.
Thank you very much, have a good day.

>> Thank you, mr. Pena.
Mr. Allen.

>> Judge, this may not be the appropriate forum to address I have been advised by my Commissioner, precinct 2, sarah Eckhardt's office to present a problem that I encountered and my interaction with the local judicial system.
I've been a resident of Austin for about 35 years and this is the first time I encountered something that needs attention and needs to be fixed.
The purpose of government is to provide frictionless and efficient services to the people who elect them.
And I'm very glad to be living in a county where the communication between citizens and its leaders is open and can voice their -- citizens can voice their concerns.
It may be too late for me to receive the benefits of what I am proposing, but other people might benefit from implementing at the precinct level, at the j.p.
Level a system of communication where the plaintiff and the defendant are notified via certified mail.
At the current system is discretion for some of the staff to be able to -- the communication is broken.
If mail is not delivered to one of the parties, that person is precluded from the justice system.
And the justice-obtaining justice is very expensive.
At $300 per hour minimum for attorneys fees, only the very wealthy among us are able to go through the process.
So I prepared some information on one sheet of paper.
I would like to submit this to the Commissioners court and hopefully they will send me to the appropriate authorities to take appropriate measures.

>> Okay.

>> If I may.

>> Yes, sir.
Thank you.

>> Thank you.

>> Mr. Reeferseed.

>> Thank you, sir.
Yippee, yes, I'm ronnie reeferseed singing hallelujah, stop the singing.
Murder is a cinemas kerr raiding as security.
Ie, killing people is the best way to learn hatred and revenge.
Let's stop the killing.
It's called blowback.
When our nation spends years, untold gazillions of dollars and service personnel, men women and children all over the planet, by golly why are we surprised some of the hatred we execute in the name of our so-called security blows back in our face.
Let's stop it.
Let's stop the killing by starting at the top.
So -- so we need to impeach so-called bankster stooge who keeps shuffling worse than bush for the truly -- criminals of on a death wish.
We're all being killed right now in many ways with many diabolical weapons like fluoridated water, terminator seeds, as pertain, msg, on and on.
The people in charge at the tippy, tippy top are sociopathic meaning they scheme how to kill everybody.
And it -- as if on cue, days before the senate is due to reject another attempt to destroy the u.s.
Constitution, the second amendment, some drugged out kook sticks to his programming with yet another horrific scam.
It's not going to work.
Sure there will be parroting of our lock scheme prestitutes but that's already wearing off.
Long-time obama trons out there, they are finally smell the stench of evil death calls on top.
I know it's hard to grasp, people, but we've been sold short for decades.
Now they are scared because we are waking up in droves every moment.
Lots of people may never come around, but our very own ob-gyn dr. Ron paul's ever accepting revolution of love and liberty in our precious u.s.
Constitution keeps on keeping on, people.

90.1 fm in Austin is where we can listen to alex jones 11:00 to 12:00 on weekdays and lots of great programming for free every single day and that's what I can do is advice --

>> [buzzer sounding] -- my fellow citizens to pay attention to what's going on.
Thank you.

>> Thank you, mr. Reeferseed.

July 3, 2012: Travis County Launches New Video Playback System

Our new streaming video system uses a single video clip for each session and items are linked to specific locations on that clip. Some browsers and mobile devices do not recognize the location information and display the entire clip. If this happens the "start time" will help you find your item's video within the larger clip.

If you encounter playback issues check out our video playback help page. If you still encounter problems let us know.

On July 3rd, 2012, Travis County began leveraging free resources by posting Commissioners Court meetings on Youtube. Previously every video clip was edited separately and hosted on the county's video server. The old system also required RealPlayer to view the video clips.

The new systems save time and resources -- and that saves taxpayer dollars!
