Gus peen in a yum 1, dr. John k.
Kim, number 2, ronnie reeferseed number 3, richard franklin, number 4.

>> Good morning, grand jury, Commissioners, gus pena, proud united states marine veteran.
I know it sounds like a broken record but we know homelessness is on the increase.
Not enough affordable housing.
Unemployment is falling more slowly.
One of the mismatches I've seen is between the skilled employers that want the skilled applicants that have the skills already and they are offering to hire structural unemployment and one of the causes of joblessness.
In other words, not only talking about economic development but comprehensive job training to fit the skills the employers want.
We're not doing a good job of that right now.
Capital idea, steve jacob, but he need to be on the increase.
A lot of people give up, don't have to go back to school or they are not able to go to these nonprofits to get training.
They need to get a job to feed their families.
We need to find a way to coordinate better with the city and the state of Texas.
We're doing that the next legislative session.
Economic development.
Job creation with livable, sustainable wages with benefits.
High school grout need jobs.
High unemployment among high school graduates.
I don't know how much more I can tell you the city council and the school board members and also the legislative of the senators and it's not acceptable kids not having a job doing something positive.
We need mentors and tutors for high school students and summer schools to help them achieve academic excellence and help them pass the new stars accountability test.
They need our test.
It's tougher than the tags test.
We need -- taks test.
We need more summer funding for summer jobs programs, organize activities and keep them out of criminal organized crime.
At must.
It's on the increase and Commissioner Eckhardt, you and I have spoken a lot about it and I thank you for your suggestion.
School starts in mid-august.
We need to help the needy students.
The superintendent and I have spoken about that.
We just don't have the funds.
We just don't have the supplies to help all the kid.
We need help out there.
This is one of the things I've been tell you all for the last 10, 15 years.
Item last, help the kids with school supplies, et cetera.
They need a lot of help.
Item last, a society's worth is measured by its treatment of the less fortunate.
And judge and Commissioners, we talk a good talk but do we walk the walk on helping our people.
The city of Austin when they sent these people, city employees to england, I understand about law enforcement and all that stuff, but to spend taxpayer money like that, that's not acceptable.
I want to congratulate you all for not going, but still we need to find a way to take care of traffic issues and all that.
But spending taxpayer money that way, that ain't good.
Excuse my bad english.
Item last, I want to thank our probation, parole and supervision folks.
Doing a good job.
Sometimes you don't receive accolades.

>> [buzzer sounding] judge, Commissioners, thank you.

>> Thank you.

>> Thank you, mr. Pena.
Dr. Kim.

>> Yes, sir.
Good morning, jesus christ and good morning my honorable judge samuel thomas Biscoe and all four Commissioner members.
I really appreciate you.
This court is the best court ever in the united states, I told you so many times, I'm here to appreciate jesus christ and america, Texas and especially Travis County.
I received a wonderful letter from the Travis County attorney office and Texas attorney general office.
Let me start and reading the bible first.
James, testing your faith, chapter 1, line 2.
Consider it all joy, my brethren, when you enculture various trials.
Chapter 1, line 12, blessed is a man who perseveres on the trials once he has been approved.
He will receive the crown of life which the lord has promised to those who love him.
Jesus christ.
I continue my american judicial legal battle more than 24 years.
Right now all american court, Texas court, Travis County court close the doors so that I cannot go in the court.
So I am here.
This is the only one court.
And dr. John quinn kim, justice item request again for the Travis County Commissioners court on July 24th, next week.
It is after I

>> [indiscernible] things and on October 19, 2010, for more than 18 -- no, 88 weeks, more than 100 times by talking to you, jesus christ, and you and right here and writing to you, your office several hundred pages of type I request.
Yesterday your court rejected to put my

>> [indiscernible] right here.
I give you the reason why this is the proper item request.
Last week I gave it to you.
Again, to honorable my judge samuel thomas Biscoe and my precinct honorable Commissioner sarah Eckhardt.
I request the reason this is Travis County business.
Why?
I received a letter from Travis County business, Travis County attorney office to sending --

>> [buzzer sounding] -- to attorney general office.
Responded to attorney, Travis County attorney.
This letter is 14 is a trash.
There is no writer's name, there is no writer's signature.
You should not send trash to the dr. John kim.
I'm american doctor of philosophy.
I taught american government rule of law.
All things I taught is rule of law of united states.

>> Thank you, mr. Kim.

>> Thank you.

>> Mr. Reeferseed.
The.

>> Thank you, sir.
Yes, I'm ronnie reeferseed, asking just how many nations are we necessarily at wore with these days.
Anyone know?
Not open our so-called president so-called peace prize.
Use like gee whiz bush before him has their stooge.
So what if he absolutely surrendered our sovereignty to the so-called united nations.
All that really matters is what skin his color happens to be.
Come on, think, judge Biscoe, Ron Davis.
All of y'all.
Martin luther king taught us to move beyond color.
Get it?
We've got a traitor wolf in a sheep costume with a black face.
Wake up.
It's happening.
You are all being killed also.
Stop waiting for the lame scheme media prestitute.
Somehow give you permission to overthrow the death cult with love.
Or own ongoing ob-gyn dr. Ron paul love and liberty for our precious constitution keeps extrapolating.
Despite being called dead many times for these many years.
Face it, fire, the fire, enthusiasm, spirit and devotion and involvement from people like me, it's just about everywhere worldwide.
And this intellectual power house u.s.
Congressman has set a fire that can keep our precious u.s.
Constitution both the supreme law of our landbut a beacon of liber torching tyranny worldwide.
Let's stop the tyranny.
That means we must impeach our pretty stooge for the bankster media meltdown, industrial caballah.
Who is earning

>> [indiscernible] for you and me worldwide.
Stop the killing.
I would like to thank my fellow citizens like dr. Kim who at least bothers to at least try to make things better by sharing ideas.
I'm saddened by you, sir, judge Biscoe.
Your dismissal of my over 200 appearances here, you told me, it's always the same, you are not saying anything.
I'm trying to share love.
I'm trying to stop killing.
And if you don't think that's meaningful, then we are in disagreement there.
But I -- I thank my fellow citizens who bother to participate like clay dafoe.
My dear friend who stood up and tried to become mayor.
The city of Austin somehow, I don't know, I think there was shenanigans with the vote count.
But I just want to thank my friend all around me --

>> [buzzer sounding] -and people trying to help things get better.

>> Thank you, mr. Reeferseed.
Mr. Franklin.

>> Good morning, judge, Commissioners.
We are in the process of gathering signatures to give us the protection in the hornsby bend area.
Recently we spoke to a landowner, the heaters, and heard that they have made a proposal to buy their land for the gilbert road extension.
I'm here to protest and ask that you reconsider that project.
It is an extremely ill conceived project.
Last summer when the community was asked for input, it was overwhelmingly to the negative of putting that extension in for a number of reasons and I'll give you a few.
First of all, I live right -- my house abut test where they are talking about putting the land so it's ill conceived.
It doesn't make sense what they are going to do, plus there's a lot of trees they are going to have to cut out and the environmentalists ought to be in arms about that.
Secondly, it doesn't eliminate the need for an additional egress, ingress situation in hornsby in the Austin colony area because most of the accidents we have in that area happen at 969 or 130 that happens before we get to the gill extension.
That's a real issue.
Also you are about to cut across some of the most vital farmland in the state of Texas.
The area that you are going to eminent domain and the family that's there doesn't want you there, doesn't want to put the piece through there.
You are going to run a road directly through their farmland which should bothersome people as we are talking about the price of food and growing stuff that works for us.
Secondly, the road that it's going to run into, sandifer, is 28 feet wide and the parking that happens on both sides of the road.
The real problem we have with this is we were told as we walked down there talking to the project manager that what we might do is ask them to not park on the road.
The road is big enough literally, you can see it now, if anyone would come out and see it, it's ridiculous to think you are going to put two cars on that road at the same time.
Even if you have traffic going in one direction all day, which I can't believe you are going to do that in a residential neighborhood where people park their cars on the road all day.
Where are they going to park their cars because a lot of people have two or three cars.
They don't have place to park them now.
So that's a real issue.
Also the school board -- which I just got off of, when we considered it last year, you are talking about running traffic along an area where kids are now walking.
We took the kids off the school buses and put them on the road because they walked specifically down that street.
Now you are talking about having those kid walk through the area where you are going to increase the traffic.
So there's a lot of issues that haven't been addressed.
We really need to reconsider what you are doing right now with respect to putting that road out the back side --

>> [buzzer sounding] -- or over to harold green.
Thank you for your time.

>> Thank you.

>> Thank you.
Why don't we go to item number 3 next.
We have a lot of county employees here and I know they are eager to get back to work.

July 3, 2012: Travis County Launches New Video Playback System

Our new streaming video system uses a single video clip for each session and items are linked to specific locations on that clip. Some browsers and mobile devices do not recognize the location information and display the entire clip. If this happens the "start time" will help you find your item's video within the larger clip.

If you encounter playback issues check out our video playback help page. If you still encounter problems let us know.

On July 3rd, 2012, Travis County began leveraging free resources by posting Commissioners Court meetings on Youtube. Previously every video clip was edited separately and hosted on the county's video server. The old system also required RealPlayer to view the video clips.

The new systems save time and resources -- and that saves taxpayer dollars!
