17, consider and take appropriate action regarding the transition and reorganization plan submitted for the human resources management department as follows: a, the creation of a transition slot from June 1, 2012 to December 31, 2012 for the current benefits administrator, to be funded out of the employee health fund; b, the creation of a transition slot from June 1, 2012 to March 31, 2013 for the current risk & benefits manager senior to be funded out of the risk management fund; c, the reclassification of the risk & benefits manager senior position (grade 28) to an hr manager ii (benefits) position (grade 26), effective June 1, 2012, and reallocate position funding (slot 16) from the risk management fund to the employee health fund; d, the reclassification of one risk/safety specialist senior position (grade 21)to an hr manager ii (risk) position (grade 26), effective June 1, 2012; e the reclassification of one administrative associate position (grade 16)to a risk/safety specialist I position (grade 18), effective June 1, 2012; f the reallocation of funding for the hr director position (slot 16) to 50% general fund, 30% employee health fund, and 20% risk management fund; and g the reallocation of funding for the hr information systems manager position (slot 41) to 50% general fund, 25% employee health fund, and 25% risk management fund.
>> this wording of the agenda item pretty much says it all, but there are some highlights we ought to receive in the next five minutes or so.

we have two seasoned employees, dan who indicated his intentions to retire on March 31, 2013 and cindy who has indicated her intention to retire at the end of this calendar year, and you promised not to look so happen hi pi -- you promised not to look so happy about it.
she couldn't sit up here in front of the court because she couldn't contain herself.
this is the transition plan going forward in creating transition slots but I want to call it reorganization because I am asking reallocation of funding, I feel like funding hasn't kept up with the job duties as being done, right now the administrative associate for risk and group benefits is funded strict law of the the risk fund and dan's is strictly out of risk fund even know he is risk and employee health and so I asked for reallocation, and I asked for pbo, leroy is here and also norman to make sure we have the funding to do that this year and also to continue it through the -- next year's.
the point I want to make is we are not asking, even though we are splitting dan's job up, we are not asking for any increase positions.
we are taking existing positions.
we are also not asking for increase funding.
there is reallocation of funding.
there is going to be a little bit more out of the employee health fund, a little bit more out of the employee -- excuse me, out of the general fund, but we also won't be asking the general fund for as much money out of the risk fund so it does net out at the end and we are asking for changes and funding but it does line up with the job duties.
I feel like dan's position and margie's position should have been split all along because they do support both funds, so that's my -- that's my reason for calling it a reorganization.
I do think it will help the county be prepared fog forward the next -- to go forward the next several years and I am pleased to see dan patterson who is the list pick and we will have john who will have a lateral transfer from the manager and I have asked to post the hrs manager position.
I would like it funded by July 1st as we go forward with sap.
it is important to get sap proin here that will be running the Sam portions of saf and we will be there for the configuration and can transfer john out of that and that is it in a nutshell.

in summary, the net dollar effect to the general fund is zero.
the net effect to the risk management fund is a reduction of $99,000 a year, and the net effect to the health fund is an increase of 69,000.
and we recommend approval of the recommendation.

>> from some operating line items, from savings within all three funds.

so the transition reserve will not be impacted?
>> the transition reserve will not be impacted.

I am still having concerns here on this reorgandie am going to need some time.
if you want to carry on today, you can but I am not -- I am seeing some things here that I need to maybe address and I need to get back with staff on some stuff here.
