Call up 18 and then we'll call the parking committee item up next, but 18 is to consider and take appropriate action on the following related to 2011 through 2013, consolidated plan and program year 2011 action plan, available to the community development block grant funds from the u.s.
department of housing and urban development, a, overview of comments received during the 30-day comment period, b, approve the final draft including final edits, comments and responses, and c, authorize submission to the u.s.
department of house thanking and urban development, san antonio field Austin, region 6.

>> good afternoon, christie most of et, and this is morgan chee.
she's a planning for cbdg.
you met her a few weeks ago, and to her right is martha brown, who you haven't met.
martha is a planner for cdbg as well.
she began as a temporary employee for us in June of 2010, so she has been with cdbg for a while and kept things afloat until we could hire permanent staff.
she also was brought on board in February as a full-time employee to work through the consolidated plan.
so anyway, I want to say that we are happy to present to you the final action related to the py 11 to py 13 consolidated plan.

>> tomorrow we'll start working on the py '12 through '14.

>> don't remind me.
we actually have our work plan session to plan that out.
that's this week.
the first thing we want to do is provide you a summary of the comments that were provided during the 30-day public comment period that was held from -- beginning on June 30 through July 29.
we received comments all at the public hearings, so you've heard all of the comments.
we didn't receive any comments in writing.
we basically had comments related to supporting homer

>> [inaudible] including architectural bearer removal and emergency home repair, a question about whether or not apartments were included in the plan at this time, and a request to support much needed for chronic recovery which includes chronic offenders and diverts from juvenile justice system.
so exhibit a, as your backup, we provided the response that we have -- that were included in the document, and so if you have any questions about those we're happy to entertain those.
additionally during the 30-day public comment period we requested different people from the county and other areas that helped us with the consolidated plan to review some of the technical areas, and so in terms of changes, what we did was took some of their technical edits as well as did some grammatical and spelling checks, those kinds of things, and then there were some additional substantial changes which are in your exhibit b, and a couple things that I'd like to point out is that lake

>> [inaudible] states project, originally when we determined the low to moderate income percentage we looked at households rather than advises, so at the time we reported to you that the low to moderate income opposed was 69.8%.
well, when you look at it from an individual perspective it's 85.7%.
citizens of x point project, which is one of the highest percentages of low to moderate ratio income people that we've assisted so far.
so.
the additional thing I'd like to point out is this we were able to do that cdbg achieved timeliness in August of 2011 with a ratio of 1.44.
so we are officially in compliance with our spending ratio and we are very happy that we were able to achieve that this year.
so --

>> and the county -- he doesn't have to talk to you, with our friends in washington, d.c.

>> yes.

>> [laughter] I'll be happy to be speaking with people in washington soon and not have to hear that conversation as well.
so...
-- so with that we would request that the court approve the edits that we made as well as accept the public comments that were received and then give staff permission to submit it after the county judge signs the documents, and we will do that on Monday.
we're going to drive it down and hand it in to hud personally.

>> we'll approve it on the recommendation on ab and c.

>> yes.

>> and discussion on the motion?

we're going to plan our trip around lunch.
