receive and discuss third revenue estimate for the fiscal year 2012 budget process.

>> [indiscernible] done that for years in our office, blaine retired a couple of month ago, anne carolyn is going to retire in November.
so we sort of changed how we're going to handle it in our office.
and what we decided to do is we're going to combine the divisions with revenue auditing since revenue auditors out there looking at auditors at revenues year round and david youngerman to my right is the person to -- the lucky person who gets to supervise that group, so he will be be supervising revenue auditing.

shortly david has been with the county auditor's office for 15 years, has an accounting degree, is a certified internal auditor and a certified fraud examiner.
so anyway, without further adie, this is david's first -- you've seen him before, but his first revenue estimate here.

I'm david youngerman with the auditor's office here to present the third revenue estimate to you.
unlike the second revenue estimate, this estimate includes ail of the major funds that we provide estimates for and includes the vast majority of the revenue line items for next year.
there are a few minimal items that are not included, mostly because the contracts have not been finalized, but we feel that this estimate will give you a good idea, good numbers, to use for the preliminary budget.
as a summary of the general fund, portion of the assessment, we predict a beginning general fund balance for fy '12 of 101 million.
this is down about 4 million from the fy '11 beginning balance.
at this time, we estimate general fund revenues for fy '12 will total just under 428 million, giving us almost 529 million in resources, for fy '12.
these totals have changed very little since the second revenue estimate, which we provided to you last month.
please note that the numbers we used here, the property tax appraisal values were not certified at the time that we put this together.
apparently they are certified now, we haven't seen the final numbers, they will be included in the fourth revenue estimate.
if you all have any questions, I will be happy to take them.

>> [indiscernible] to court, we're submitting them to you in writing to the planning and budget office and they always get them in advance.
but we waited until we actually had all of the found make that.
if we -- funds to make that.
if we see anything between the revenue estimates that would make a significant difference, we notify p.b.o.
and would notify you.
so if all of a sudden something bumped up or dropped way down, we wouldn't say well the next one is not due for x.
we would let you know at that point.
