>> Item number 7, consider and take appropriate action on the following employee health care items for fiscal year 2013 plan effective October 1, 2012.
A, contribution levels for Travis County employee health plan; b, health benefit plan designed changes, and c, defaulting of employees that do not complete entire open enrollment process to employee only co-insured exclusive provider organization, cepo or c-e-p-o coverage and employee basic life.

>> So on a and b, we brought this item to court a couple weeks ago just to inform, wanted to bring it back.
We have held close to ten educational sessions since then and had the employee hearing so we wanted to bring back our recommendation of option 2, which was increase the county contribution for the health plan just about 4 or 5% increase and then also a 4.6 increase in employee contributions.
For item b, recommended plan changes, we're recommending some increases in deductibles across the three plans, some increase in deductible, co-insurance maximum.
We adjusted a couple of the co-pays.
These changes were intended to reduce the need for higher contribution from both employees and the county.
Also to try and curb increases for future years in health care trends.
>> What kinds of comments did we get from employees during the training sessions?
>> Actually they were glad to understand.
At first they were a little unsure about the plan changes, but when we explained exactly how they would work and that we expect to be able to save about $1.1 million just by implementing these plan changes and that their increases would be less, most people understood the need.
>> But even after that the county's contribution increases roughly $3.5 million?
>> Yes.
>> Okay.
Commissioner Eckhardt?
>> I would move approval of the option number 2 with regard to the co-pay.
>> And that would be a and b as proposed by staff?
>> It could be -- I would certainly take that as a friendly.
So b, plan changes that may --
>> Which would be option 2 in your motion.
