27, consider and take appropriate action on interim staffing plan for the County Clerk's Elections Division.

we are drafting a succession plan.
the court has heard about this once.
I'm happy to report to you that we have a little bit of a delay in the head of the elections division's plans to retire.
she was going to be leaving next month.
we will be able to -- we have been able to convince her to stay through the presidential elections, so I have a little bit more time now, this is, I did receive the note from you, judge, yes, we -- we do have a conversation going on with -- with p.b.o.
right now and is a part of the budget that we turned in yesterday, there is a plan to have this as part of a slot for ongoing preparations.
how far, what I need to do right now is start hunting for a replacement person, so the amount of money that I'm asking for while it will be planned for in the budget and I can plan for the amount of money that I'm going to need right now, within my own budget and don't need to ask for anything in terms of money right now, I do need to get permission for the slot to be posted.
and for us to move forward on that.

>> I'm not sure.
I would like to bring that person on as soon as possible because I want that person to start learning from gale and michael as soon as possible and I want them to be involved in the writing of the -- of the r.f.p.
that's going to go out on the street for the new voting system.
so three-four months would be I think the earliest we can get it done.
but I'm thinking that the election schedule is going to stop us from getting it done that quickly.
so -- so maybe six months.

how long would it take p.b.o.
to look at the -- at the department's capacity to cover some of these expenses between now and the end of this fiscal year?

>> well, planning and budget office has already looked at the county clerk's budget and we agree with the clerk that she should be able to internally fund it for fy '12 and that we would anticipate funding with one-time money up until the retirement date of gail fisher.
I might say that the position that's being requested has a cycle involved with it.
what we have said previously on some of these positions, if in fact there's a deed as identified by an election cycle or a budget cycle or open enrollment cycle, that those would be definitely recommended to get transition slots prior to the -- to the retirement of the incumbent.
I think the clerks, we did look at it.
I know that I still owe the court a one-page bullet on transition positions, recommendations.
and I'll get that in the near future to you, but I would agree with the clerk that it is -- it is important to move forward quickly with -- with establishing a transition slot.
