14 is to consider and take appropriate action on the requested purchase of excess unused former right-of-way for totaling 8.75 acres of land southwest of the intersection of johnny morris road and u.s.
highway 290 east in precinct 1.
20 is to consider and take appropriate action on request to establish a memorandum of understanding --

24, consider and take appropriate action on an offer to sell approximately 44 acres of undeveloped land located near the intersection of cameron road and Texas highway 130 in precinct 2, for inclusion in the eastern creek open space parkland, 2011 bond program.

25, consider and take appropriate action on potential economic development agreement with winddata data center, and that will under the economic development negotiations exception.
26, receive legal briefing and take appropriate action regarding draft letter to circuit of the americas and formula one covering outstanding issues relating to county permit requirements including but not limited to the following: a, the mass gathering act.
b, improvements to elroy, mcangus and kellam roads, c, proposed public safety plan, d, proposed traffic management plan; and e, other related issues.

27, receive legal briefing and take appropriate action regarding lease for grazing contract on county-owned property on throkckmorton county including, lessee's authority to deny upshur county access to adjacent county owned property.
request by upshur county Commissioners court for easement to continue access to its property through Travis County owned property.
we noted earlier 28 would be postponed until next week.
we will discuss these items in executive session but we'll return to open court before taking action.

we did discuss 22, 23 and 24 this morning.
25, consider and take appropriate action on potential economic development agreement with win data center.
this is under the economic development negotiations exception to the open meetings act.
26, receive legal briefing and take appropriate action regarding draft letter to circuit of the americas and formula one covering outstanding issues related to county permit requirements, including, but not limited to the following, a, the mass gatherings act, b, improvements to elroy, mcangus and kellum roads.

and 27 is to receive briefing, legal briefing and take appropriate action regarding lease for grazing contract for county owned property in throckmorton county, including a, lessee's county to deny up sure county access to adjacent county owned property and b, request to by up sure county Commissioners' court for easement to continue its access to property through Travis County owned property.
and 27 will be under the consultation with attorney exception to the open meetings act also.
we'll discuss these three items in executive session, but will return to open court before taking any action.


We have returned from executive session where we discussed the items that we announced consisting of item 14, the matter involving a request to purchase excess unused and former right-of-way owned by Travis County at the intersection of old johnny morris road and 290 east.

>> judge, I move that Travis County would direct county staff actually to proceed in the sale of .75 acres at the southwest corner of 290 and johnny morris road.
and they report back to us as soon as that particular sale is completed.

part of that proceeding is to get an appraisal first.

>> yes.
I think that -- I think by law I think that they have to automatically do an appraisal, but an appraisal, and I think that the owner is subject to do that.
but I'm going to throw it in there anyway.
also include an appraisal, which is borne by the owner.

>> and before that could happen, they would need to come back to the Commissioners' court and report what it's going to look like, when the commission of sale, then they complete the sale.

>> right, but we're starting the process.

20, the matter involving a proposed memorandum of understanding between Travis County and the hays county sheriff's office regarding the housing of inmates on an emergency basis.
we've asked the county attorney to check with appropriate persons from hays county to try to refine the document and move approval of that direction.

we did get a briefing on that.

>> I would like to move that we direct staff to look at the economic development agreement with winddata center, windata data center and report back to the court as soon as they lay out some of the negotiations within the particular economic development agreement.

I'll look at that a little closer, I think, when the time allows.
we know that we will need to fine tune a few things, but I basically want to see what's on the table for us to head in that direction.
so let me suggest that -- right now I just want to start the process.
and of course at some later date we will look at the other criteria that we can put this and wind up with other processes.

>> if we take action consistent with our discussion, we would attempt to adopt a financial incentives policy before taking action on this.

26, the matter involving the circuit of the americas and the formula one, and in specific provisions that we set out in the agenda language.
we did give staff direction to do follow-up work for the meeting next Tuesday when we will have this matter back on the agenda.
the spec action I request today is that Commissioner Gomez and I get with representatives from the attorney general's office to meet with representatives from circuit of the americas and formula one regarding the mass gathering at, and hopefully that meeting will take place before next Tuesday.

27 is a matter involving the county-owned property at throckmorton county, and our lessee's authority to deny upsur county access.
and I move that we basically ask the county attorney to prepare an appropriate easement in 27-b, and that the county judge be authorized to notify the upshur county Commissioners' court or representatives of it, namely the county judge and the Commissioner I've been dealing with, of Travis County's intention to execute that easement.
how long did we say that may take?
