January 31, 2012 (Agenda)
Item 30

View captioned video.

>> 30 is to consider and take appropriate action regarding board and committee assignments and appointments for and by Commissioners court members.
and I have a note here that said we need a motion to approve the list and also Commissioner Gomez to cuc policy board change.
so we are adding you to the policy board or --

>> cuc.

>> reappointment of cuc.

>> uh-huh.

>> actually, we had -- actually, this hasn't been discussed.
we used to switch off but that was because of the daa, remember.
we switched daa and cuc every other year.
but I'm no longer on daa.

>> I'm not, either.

>> so you want to continue alternating on the cuc.
I think -- I think --

>> I think you are usually there when the legislature is in session.

>> yes, you're right.
you're right.
sorry.
it's just news -- this is just knew information to me.
I was assuming based on the previous backup that we were -- that we were no longer going to alternate on that one.
since daa was no longer there.

>> so if we make that change then Commissioner Gomez becomes the appointee and you are the alternate?

>> for this year.

>> actually, no.
commission Gomez selects her alternate.
it is usually deece.

>> I think that I've been a proxy, but never an alternate.

>> Commissioner --

>> [multiple voices]

>> can go to the meeting.

>> I typically go to the meeting.
I think the policy that you all have had in the past, and I'm -- obviously you can correct me on this.
one of you serves as the appointee, one of you as the alternate.
it alternates.
when neither of you have been I serve as the proxy.

>> would you like to be the alternate?

>> that's fine.

>> move that we appoint Commissioner Gomez as the appointee and Commissioner Eckhardt as alternate.

>> okay for the conference of urban counties policy committee.
we have only one appointee.
can you use your mighty authority to get us a second.

>> I will certainly ask.

>> I don't believe their bylaws allow for it.

>> demand it, Commissioner, see what happens.
all in favor?
that passes by unanimous vote.
ms. Velasquez.

>> if you can move to approve the entire list.

>> as amended.

>> second.

>> motion by Commissioner Huber, seconded by Commissioner Gomez.
so are you handing -- hinting to the court that we have made all of the necessary changes, ms. Velasquez.

>> yes, all of the times we've had the item on the agenda, we went back and looked at the votes that you made and made the changes based on this list here, based on what you have done in court.

>> know that we have you fully on record

>> [laughter] all in favor?
that passes by unanimous vote.
anything further, mr. Eckstein?

>> this is one of three lists, there's the separate capcog list, the broad list of appointments, then there's a list of your appointments to -- to various committee assignments under boards and commissions, so I guess the court is not taking action on the -- on the broad lists of appointments, which is all of the county appointees, but that's an ongoing process for the court, unless you want to just ratify a -- particular articulation of that document, there may be no action that the court needs to take.

>> when do we bring the policy back with railroaded to how we are -- with regard to how we are handling the appointments.
that may answer the question.

>> we can discuss that in executive session as well under that whole chapter 1 discussion.

>> you were talking about the internal court subcommittees.

>> that's what the court approved today.
that's correct.
internal court subcommittees.

>> as well as the boards and committees that the Commissioners court is appointed to.

>> that was my intention.

>> there's a third list is what I am hearing.

>> all of the appointments to the esd's, ctrma, other boards and Commissioners to which the Commissioner --

>> that's the one that you think we should take into executive session.

>> the policy itself.
we need to give you some advice --

>> not the list but the policy.

>> then I go ahead and move approval for the internal subcommittee list.
we really haven't changed this much anyway, have we?
we have been doing this really for the last few years, looks like.
any more discussion on that motion?
all in favor?
that passes by unanimous vote.
and we will take this item into executive session to discuss -- to discuss a third category of appointments and I think that we have come to executive session, haven't we, ms. Porter?
