Travis County Commissioners Court
January 24, 2012 (Agenda)
Item 26
26.
consider and take appropriate action regarding the Travis County appointment to the central Texas regional mobility authority (ctrma) board of short-list of candidates to be interviewed by the court; and potential interview questions for candidates.
>> thank you.
I am from the intergovernmental relations.
as you know, the court has called for applications for a vacancy on the central Texas ctrma board.
we received applications and last week you received a packet with the applications in it and the court decided last week they would rank them in such a way such to give indication of who they would most prefer to interview.
the court made no decisions about how many interviews they would do or how many people they would reach out to but we did a ranking thing and you received yesterday the results of the ranking of those 7 candidates and so the first question before the court today judge Biscoe is how the court would like to proceed with respect to interviews.
>> okay if we follow our decision, put the top three highest ranking of the applicants applied -- who applied.
>> top three applicants -- let me just clarify the question.
the court didn't really say, well, we will interview three people or five people or anything like that, but we did talk about -- or you did talk about selecting 3, having each member of the court select three.
the top three from the ranking that you did were david armbrust, carl richie and don martin.
>> judge, because we know these three men fairly well, I would like to interview four, so we at least have one individual who is not of our -- of our immediate knowledge.
>> the fourth person on the list would be Moore, yes, Commissioner.
>> and if we interview four, how much time are we allotting for each interview?
>> I think the way y'all did it two years ago is you had two interviews you did and allocated one hour for each interview.
>> I would ask that we allocate less, partially because we do know three of the four quite well and instead allocate 30 minutes per interview.
>> works fine with me.
if we can do it in 30-40 minutes, that's fine.
too.
we have been asking 8-10 questions and we ask the applicant if he or she has any questions last.
you do that and you eat up 3 and a half hours right quick, so -- but it is fine with me for us to do that.
again, you have armbrust, rich she, martin and Moore.
>> and the fourth would be patrick Moore.
>> how does that sound?
>> I may not -- that's fine with me -- four -- I may not have had a complete packet on Moore.
I don't see anything on residency, and I did have a question --
>> on Moore?
>> on his resume, which I believe is in your packet, he does have a one-page resume in your packet.
>> okay.
>> and the resume shows he lives at 6628 bay city bend in Austin.
>> okay.
>> and you show that it's the -- I assume it's in the county.
>> if not, the interview will be short.
>> maybe somebody upstairs is listening in this and is typing in that address as we speak.
>> there seems to be a front page of the application missing as we speak.
>> I've got]
>> I didn't get mine.
>> I have extra copy Commissioner, if you want that.
>> let's confirm he is a Travis County resident.
>> of course.
>> anything else?
move that we interview those four individuals that we scheduled interviews 30-35 minutes apart.
why don't we set them 35 minutes apart.
that way it will give us five minutes of breathing room.
if we go over, we can cover it or if we want recess we can do it.
thirty-five minutes apart and that would give us -- what is 114 --
>> two hours and 14 minutes.
>> that sounds good.
we can last that long.
pass the motion?
discussion.
all those in favor.
this passes by unanimous vote.
my other recommendation be that we save the questions until Thursday.
that we look at the list, consider the time that we have and I would aim for the most critical 6 or 7 questions.
that way if the answer generates another question, we will probably have time to ask it.
do you know what I am saying?
we will give ourselves a little bit more flexibility to control our time and get as many questions in as we can.
can, in addition to the 6 or 7.
>> I would recommend, judge, members of the court are willing to recommend questions to remove from the list or how to modify questions so as to make them for time friendly, if people could give me those suggestions by the close of business tomorrow, and I can have something available to the court by midday Thursday, we -- the court is set for voting session on Thursday afternoon at 1:30 p.m.
>> anything else on this item?
either get your questions or look over the list and come up with favorite one or two.
all right.
moving on.
by the way, this morning on aids task force, Commissioner Eckhardt indicated her willingness not to serve this year so we appointed Commissioners Davis and Gomez to be on that force.
>> you appointed me?
>> yes.
>> [laughter]
