Number 28 receive strategic plan for the juvenile case management program and recommendations for expenditures from the juvenile case management fund in fiscal year 2012 and take appropriate action.

>> thank you, again, this is a matter that began over the last few months.
various judges have come before you with items to fund.
in addition to our budget requests, to come out of our case management fund.
we were able to hold three meetings in October to begin a strategic planning process.
that process is kind of ongoing.
and before I go into this item, I would just like to say we would love to come and schedule a work session for the court early part of next year to have more time to present to you what our courts are doing and what our thinking is and what our strategic planning is -- what direction we're going in.
but since we were going to be here today on the senate bill 61 item, we wanted to at least bring to you the consensus that we have reached as jp's for your consideration, if any of us requires additional funding, this budget year.
out of the case management fund.
and so these are just guidelines, p.b.o.
was assisting us, through our planning process.
ms. Ramirez is here as well to answer any questions.
as you know, our program is developing.
so those of us who submitted our budget requests back last spring may not have anticipated some things in the budget for this year.
there may be not be appropriate money for their travel or for training expenses.
so there could in fact be some additional requests coming through the court for your approval and this was just our way of saying that the judges have reached consensus if those are submitted by an individual judge, p.b.o.
has some guidelines that -- that we hope you would accept in terms of using the funds for the remainder of this fiscal year.

>> what's the balance?
of that fund today?
my next question would be, how much of that balance is committed and how much uncommitted?

>> the balance is over $1.2 million in the fund.
and that's a balance in the allocated reserve pretty much.
they have a smaller amount of a couple of hundred thousand dollars that are in the -- in the individual budgets for those departments for the five j.p.'s.
so there is plenty of -- of one-time money for some of these projects, the whole issue was one-time versus ongoing.
what would happen with these guidelines is just so that the judges amongst themselves could -- could differentiate between the things that they thought were routine or non-routine expenditures out of that, out of that special fund.
of course, we would still follow all of the budget rules that the Commissioners court approved.
everything would come to court if it's coming out of allocated reserve.
we would review the allocated reserve amount and make sure that we had a recommendation that we felt was sound.

I appreciate that.

>> if I may, judge stieg I believe deserves a lot of credit for pulling the jp's together, pulling together the various work sessions where this information was -- was covered.
I'm in complete agreement with this document as well as the previous one that I did not speak to.
in the previous matter, in matter number 27, I believe, it addresses the 20 hours of training that a juvenile case manager would have.
my only concern was how would we cover the expense item no.
28 covers that.
I think that's predominantly when we talk about expenses that we may have, I think it has to do, from my mind with the training and such for the juvenile case managers.
that's what 28 really goes to cover.
and we're talking relatively minimal expenses to get them to 20 hours of training.
judge steig and I discussed earlier.
the majority of their hours of training could be here in Travis County requiring no real travel.
but there would be on occasion something that would be a great benefit for them to travel outside of this area, we certainly want to have the opportunity to have them see those programs that work elsewhere that we may want to take a look at here in Travis County.
these are guidelines.
