>> item number 23, consider and take appropriate action on items related to the home buyer assistance program related to the community development block grant program available through h.u.d.
a, update on the request for services, rfs, and b, overview of the scope of services to be included in the rfs.

>> good morning, christy moffett, Travis County health and human services.
so today you have before you the proposed scope of services for the home buyer assistance program.
this program was originally scheduled to be implemented by the housing finance corporation and back in may they withdrew due to some staff chances.
so at that time the court had requested that prior to releasing the rfs we come back and share with you the scope of services so that's what we're here to do today.
so in the backup you have attached the scope of services that we're proposing and if the court approves this, then we can move forward with sending it off to purchasing and getting this executed.
so the home buyer assistance program is for two different types of assistance.
the first is direct -- or is downpayment assistance in the amount of not to exceed $8,000.
and then also what we call shared appreciation gap financing in amount up to $30,000.
and so those two programs would -- are a part of this home buyer assistance request for services.
the amount available is approximately $794,000.
we're anticipating that it's likely that more than one nonprofit would be selected to implement this as we're asking that they request only enough funds that they can spend in a 12-month time period.
so we're requesting your approval today.

>> and judge, I just want to make sure, and this is a great program and I think the persons that will be dealing with this I hope when it does come back from the rfs, I hope that the outreach on this is -- is magnified those folks that deserve the downpayment assistance as far as what this program will end up representing.
you heard gus pena earlier speak about affordable ability of houses and not too long ago to the credit of the cdbg outreach efforts, thinking about the gibbons lane project, as far as the houses that are over there and the raising of a wall of a person dealing with the habitat for humanity and others.
you know, of course, the cdbg end of what we're doing here at Travis County is so critical to bring affordability to this sing will mom and her four -- single mom and her four children.
and that wall was not just a wall of affordability, but I think that wall raising was a wall raising of hope, a person in this community who deserve to do have affordable housing.
and we talk about single-family dwellings, that's what we're talking about here, and, of course, that needs to be hammered and hammered and hammered and hammered through this community to let these folks know that we are trying to do something about bringing the single-family affordable homes to Travis County residents.
so I echo that and your sentiment, but I just want to make sure the folks involved in this process have the proper outreach whereby those persons that are eligible for this assistance will be able to acquire this assistance.
very important.
watch this real close.

>> as a part of the rfs package, they will have to provide what we call a marketing plan.
and they will have to indicate to us how they market to particular populations who may be under served or overcost burdened in our community so we will have that ahead of time before we execute the contract winner.
