>> 12 is to approve modification number 1 to contract number 11 k 00232 jt, tarrant paint and stain for exterior cleaning and painting of 700 lavaca building parking garage.

>> good morning, judge, Commissioners.
sue grimes, purchasing agent.
as you know, we issued a -- or you probably know we issued a bid back in August to do painting, and we are now wanting to modify that contract to add additional areas such as the columns, ramps, and curbs.
this modification is 16,320.73 cents.
and the contractor is qa.
that is the contractor.

>> it is tarrant paint and stain.

>> questions?

>> my question, I continue to be concerned about the accuracy of our scoping for these projects on the front end.
this -- what has changed about this painting project that we didn't know going into it that we need to do a modification now?

>> good morning.
roger el khoury, director for the building management department.
sometimes in a maintenance project like this, some scope of work will be added later in a change order based on what we accomplished.
what we did is when we did the panels on the outside and we finish everything and then somebody look at the garage and you see the underneath of the panels are not part of the scope.
so this is sometimes it happens like this and we added those additional items right there for the bullards, the pipe and all that, and especially we do have the front to do it.
as you know, last year y'all give us $81,000 to paint the garage completely and then it was now 16,000.
we're talking about 65,000.
those maintenance projects always happen, Commissioner.

>> well, why didn't somebody look underneath from the beginning?
it's cheaptory do these kids comprehensively than to piecemeal them like this and add on modifications later?

>> we looked on that, Commissioner, and it was kind of discussed between us and the contractor and we said it was not in the bid.
and we look into it and it turns out it's not in the original scope.
but it does happen.

>> roger, that's my point.
it's not in the original scope and it should have been.

>> it seems rather obvious, columns, ramps, bollards and curbs.

>> I move approval of this, but I want you guys to do better scoping of these projects on the front end.
we get modification, modification, modification.

>> can I also add, Commissioner, that you requested fm work closer with the procurement in the planning stages because we might have recommended that they add these additional items as add-ons in case we needed them and we didn't have the budget.
there's a lack of coordination between us that needs to be improved.

>> I would add that to my motion in the future.

>> I'll second the motion.

>> seconded by Commissioner Gomez.
