consider and take appropriate action on an order approving the Travis County healthcare district d/b/a central health levying an ad valorem tax on goods-in-transit as defined in Texas tax code, section 11.253(a)(2), and denying the exemption from ad valorem taxation on such goods-in-transit as provided in Texas tax code, section 11.253(b), effective for tax year 2012 and subsequent years.
mr. Stephens.

>> good morning, I am john stephens, chief financial officer for central health and I would like first to, on a personal note, congratulate your tax assessor collector for her long, distinguished career.
I have been in local government finance for a long time.
we used to trade notes about percentage of property taxes collected and I can tell you that the job she did here was just phenomenal, truly phenomenal.
this item is to request an exemption or a waiver of the exemption on personal property goods in transit that our board approved last week of our November 2nd board meeting.
in 2007, our board first voted to exempt -- or to waive the exemption on those taxes and, as I understand it, there was a recent legislative change that nullified that waiver that our board approved in 2007, and so they have until January the first of 2012 to once again waive that exemption and they have voted to do so.

>> so by way of exemption, by way you collect taxes.

>> by waiving exemption, we will in effect collect the tax on personal property and good in transit.

>> and we have been doing that for the last four or five years, I guess?

>> yes, sir.

>> okay.
how many citizens came to the public hearing?

>> none.

>> because ours we -- they set ours for November 2nd and typically we don't get much participation, I wanted to know about that.

>> we did foot have speakers.

>> questions about this?
we had to do this because it is budget related.
