>> each year the national association of trial agencies, which we call nata, recognizes an employee who recognizes the joyce and objectives of the pretrial services profession.
the bruce boden is given to a member in honor of bruce boden who was the former director of d.c.
pretrial services and the founding father of napta, we are proud to announce that for two years in a row we have had the distinct honor of two pretrial services officers being selected by napta board of directors for this national award for the pretrial services.
present with me are the two recipients, senior pretrial officer daniel mccoy, the recipient in September of 2010, there's daniel.
and officer deandra sedillo, did I say your name right?

>> okay.
great, she was this year's recipient, no other state or jurisdiction has had this honor of two recipients in a row since the award began.
so this is a very special time for us and we would like you to join us in congratulating these two very outstanding officers and we also have resolutions, rosy will read one and irma will read the other.
in honor of these two individuals.

>> okay.
so this resolution states whereas daniel mccoy has been a loyal employee of the Travis County pretrial services department since 2000, and he brings a wealth of knowledge and experience regarding Travis County government, which offers a significant contribution to our organization, whereas daniel works the late-night magistration shift of the central booking intake unit in a leadership role providing guidance to other staff, he leads by example in treating each person he encountered with the dignity and respect they deserve and he consistently puts the goals and objectives of pretrial services foremost in his work.
whereas daniel in 2008 became a member of napta and attended the national conference in milwaukee, wisconsin, becoming exposed to the greater understanding of pretrial agencies across our country which initiated the interest and involvement in our legal and evidence based practices initiative.
whereas daniel serves as the chair of the risk assessment subcommittee, which is charged with guide dang the implementation -- guiding the implementation of the ohio risk assessment pretrial assessment tool and has spent countless hours conducting research in leading this subcommittee.
and whereas daniel has received four departmental employee incentive recognitions since the inception of the program in 2010.
whereas daniel in 2010 was the recipient of the napta bruce boden award for his many contributions to this department and is worthy of national recognition.
now therefore be it resolved by the Travis County district judges that daniel mccoy is awarded pretrial services employee of the year, 2011.

>> I have the resolution for deandra, whereas deandra has been a loyal employee of the Travis County pretrial services department since 2006 and because of her dedication and commitment has demonstrated the skills necessary to perform her duties as a pretrial officer 3.
she consistently puts the goals and objectives of pretrial services foremost in her work.
whereas deandra exemplifies the mission of our department in the work that she performs within the electronic monitoring unit.
Travis County pretrial services is a dynamic organization with the mission to assist in the administration of justice and to promote community safety by working collaboratively, ensuring endfairness and equality in the pretrial process and empowering defendants with the resources necessary to successfully comply with court requirements.
whereas deandra embodies all that is good about our profession, goes the extra mile to serve the courts and the public to promote an efficient and fair system of justice and to provide for the safety of the community.
whereas she has received four employee incentive recognitions since the inception of the program in 2010.
whereas she has in 2011 was the recipient of the napta bruce boden award for her many contributions to this department and is worthy of national recognition.
and now there ever be it resolved by the Travis County district judges that deandra m.

I would like to say something because I'm just very grateful for the support that I received from my management team.
I don't think if it was for their support that I would be sitting here.
I read the nomination letter when I received the bruce boden award and I was just overwhelmed by the things that they noticed.
in their employees, I just wanted to say thank you to each and every one of them.

but yelling boo, happy halloween week.
last night I was threatened, hassled and assaulted by a gang of thugs who happened to be self identified illegal aliens.
why?
because my sign here, which you can read, for 2008, that is for -- for

>> [indiscernible] says of course across the top, stop illegal aliens loudly across the top.
a couple more negative comments from confused u.s.
citizens versus the minimum of at least 50 to 100 or more positive reactions from all stripes from thumbs up, happy waves, sincere thanks and many, many, many loud yeah Ron paul.
on more that I have ever received in my years of carrying Ron paul signs on sixth street that I use to help share the joy.
on halloween new year's eve, whenever I can, imagine thousands of eyes viewed my signs on sixth street as many thousands of kids chose to read my signs, my version of real grassroots political activism.
then this weekend I lovingly shared my ideas for over five hours on Saturday night and for over five hours last night and I want to thank those darned raccoons who live in my house and woke me up early enough so I can get here today to talk to you people.
anyway, our ongoing ever extrapolating Ron paul revolution of love for liberty in our precious u.s.
constitution is truly exploding!
despite our lame scheme media scamsters who keep trying to pretend that ob/gyn Ron paul doesn't exist.
any paying attention realizes that dr. Ron paul is dominating this race to the white house.
for your information doctor paul has not only won the big state of california straw poll, ohio's straw poll.
guess what, texans are being denied the opportunity to express ourselves politically on our own straw poll this year.
why?
because texan doctor Ron paul was going to smash governor guardisil right here.
but he is busily eliminating himself.
like I keep saying good old governor guardisil's dog doesn't hunt nation-wide.
he's a bungling moron.
even media acknowledges his melt down.
he has been abandoned as the latest flavor in their ongoing conspiracy to ignore and to try to somehow dismantle on our ongoing dr. Ron paul revolution of love.
dr. Kim here is a hero of mine.
he's got a great he created this wonderful handout that really summarizes what he's been struggling to do and he's a great example of

but I'm here today to alert you of criminal activity in the justice of the peace precincts 1, 2 and 4.
where judges take full advantage of known recorded proceedings to have the trials at their whim.
racism prevails in these precincts.

it's so evident when you see these judges at work.
they are the valves of those pipelines, it also explains why caucasians are in minority in those precincts.

these type of criminal activity doesn't make it to the record books and I know mr. Biscoe is aware of the range of

along with this corrupted judges, some deputies are also running wild, even some business thrive from the same demographics in this environment.
like leeches, they will suck up from the same demographics for years and years.
there is a phone company inside the county jail.

I think someone else is running the sheriff's department.
and he's there just for color.
in a different tune, mr. Biscoe, I know that you are a big fan of formula 1.
but don't compromise the taxpayers with another taxing district.

based on this article, I respectfully, honorablely request my honorable county judge Sam Biscoe as a chief executive of this Travis County, sign executive order, trying to curb unfairness and wrong doings in this Travis County as I requested you.

this is my open request of my items for this honorable Travis County Commissioners court to review.
as a case of a Travis County resident to keep american democracy perfect in this honorable Travis County Commissioners court.
I saw this morning right here discrimination between government employees and non-government employees.
this is my

>> [indiscernible] most honorable and enjoyable time to speak to you and jesus christ as well right here.
I spoke to you for more than one year and one month continuously since October 19th, 2010, except a couple of Tuesdays of my absence, it is for only three minutes for me a week, but Travis County government officials enjoy their freedom of speech time more than three minutes right here as much as they need.
such a great different treatment of freedom of speech, time limitation difference, it's in Travis County government officials and the non-government officials of Travis County prove nothing but great discrimination right here.

>> [indiscernible] kim, I have american doctor of philosophy.
I was a college professor who taught the law of american government and american democracy, at Austin community college in 2006, let me know why this court denied all of my items request for more than one year continuously.
this court received my item requests for one year and specifically my written questions as a package of several pages dated April 19th, 2011.
and July and numerous times more.
but I received a written response from this court -- I didn't receive a written response from this court up until today, more than six months, from April 19th, 2011.
your written denial notice on February 24th, 2011, contained fraud and a policy violations from those at a.c.c.
who lied to this honorable court.

I will observe the time limitations.

I have been awhile for a while, doesn't mean that I wasn't thinking about you.
I walk understand the store the other day, judge, a big card had a picture of planet earth.
the most beautiful card that I had ever seen in my life.
I opened it up, it was blank.
so I said this is no time to be original.
I wrote wish you were here.

but after two weeks of looking at it on my wall, I'm going to have to find y'all another card.

but anyway, speaking of getting mail, I did get the campo material from kathy tovo's office.
and I did want to say that our government is getting -- getting really bad when it comes to communication.
but we can still come up here and Margaret, I'm sure that you've heard this before, but you look absolutely marvelous.
we have a lot of -- good examples in government.
Margaret is one.
I tell ya, we're missing a lot of ladies in government this day and age.

of course we've been fighting this immigration issue.
you saw this report that came out at the capitol.
we're still working on that.
peggy and -- and jo anne flemming for the chair of the citizens advisory committee for the tea party caucus and many other people are wanting rick perry to clarify his immigration issue.
of course we have a new transportation director and we're expecting to have some great things done.
it was good to -- to vote against the Travis County bonds, both of them.
and I urge others to do the same.
because it costs too much and it raises our taxes and it's -- it's not balanced and it's poor priorities.
another poor priority I saw today in the statesman, the almost million dollars that our Austin fire department has spent wastefully on diversity.
they recently a while back had to pay out $850,000 in a lawsuit settlement with the -- with the emergency responders.
a lot of things going wrong in our government.

>> judge, this past weekend at the george washington carver cultural museum, there was really a heart -- a heart-felt presentation of the firemens that were the first firemens here, first responders, here in Austin, Texas.
and the families of the -- nathaniel kendrix, the families from lenora green, the families of captain willie ray Davis, which is my uncle, we want to applaud you for allowing these men to serve.
and if any one of you have an opportunity to get by the george washington carver cultural museum to look at the sculptures that were unveiled, we really wish that you would do that.
and, of course, the african-american firefighters association along with the george washington cultural museum who put this on, along with the city of Austin and others, did a fantastic job.
and our hats go out to these fine young men who desegregated the fire department here in Austin, Texas, and, of course, which opened doors for firefighters throughout the state of Texas.
and I just think that needs to be highlighted and said.
