consider and take appropriate action on request from purchasing board for market salary survey of the Travis County purchasing agent position.

>> I have a couple of questions about procedure.
I don't know if y'all would need this, but in the past, it seems I totally get that we need into the Commissioner's court address the hr because it is the purchasing board addressing the analysis.
in the past, has it always been that way, that it is at the request of the purchasing board?

>> as far as I can remember.
that's where its came up and then it was brought to the Commissioner's court for the discussion.

>> the last time and excuse me, todd ogman, compilation manager.
the last time we had a similar action of this, it was a request from the purchasing board that went through the Commissioner's court and the can came back from hr to cothe analysis and then the report was brought back, that was about two years ago.

>> with regard to our budgeting responsibilities being separate and independent, then I was -- I was wondering in my own mind, not that the purchasing board has requested this and I don't think we should do it unless the purchasing board wore to but Commissioner's court have the ability to analyze the budget of an independent agent?
because if they are off the pay scale, with we know what grade their positions are in, right?

>> we know which grade the positions are in.
as I understand it, they will, each year, submit, just like the other departments would, a list in their budget of their slots and what they have proposed to pay and you authorize those during the budget.

>> so if the purchasing board wanted to ask for hr to analyze the personnel budget, we do have the information for that but it would have to come back to Commissioners court?

>> correct.
and we would be happy to do it but they are outside of the system for a reason, I am sure.

>> they have to maintain their independence, so I would not want to do it -- I wouldn't suggest it unless the purchasing board requested it.
