Tuesday, September 27, 2011 (Agenda)
Item 36

View captioned video.

So motion by -- 36 is consider and take appropriate action on order setting the Travis County tax rates for the year beginning January 1, 2011.
a, total maintenance and operations tax rate.
b, total debt service tax rate.
and c, total county ad valorem tax rate.
and miss rio gave us a document that contains the preferred wording on the three motions, right?

>> that's correct.

>> and as to 36 a, I move that the tax -- property tax rate be increased by the adoption of a tax rate of .4085 for maintenance and operations, which is effectively a 5.9 increase in the tracks rate for maintenance and operations.

>> move approval.

>> and -- or second.

>> and our lawyers will understand why that wording is appropriate.

>> because the statute says this is the words you have to say, exactly these words.

>> didn't I tell you?

>> [laughter] any more discussion?
all in favor?
that passes by unanimous vote.
somebody else want to have fun with b?

>> on b I would move that the property tax rate of .0770 be adopted for debt service, which is a decrease in the tax rate for debt service.

>> second.

>> discussion?
if asked, our lawyer would give the same answer.

>> no, actually the law is silent if you are decreasing or maintaining the same level.
it's only if you are increasing that it's very specific about what you must say.

>> this is just good wording that our lawyer wants us to use.

>> your lawyer just thought that if you were going to decrease something, you ought to get credit for it.

>> [laughter]

>> say it again, Commissioner Gomez, decrease.

>> discussion?
all in favor?
that passes by unanimous vote.
and c, the total county ad valorem tax rate.
I move that the property tax rate be increased by the adoption of a tax rate of .4855 for the combined tax rate which is effectively a 2.99% increase in the combined tax rate, and that was seconded by Commissioner Davis.
discussion on the motion?
all in favor?
that passes by unanimous vote.

>> judge?

>> yes, sir.

>> also I would really like to have p.b.o.
staff to give me a breakdown of what the -- it was earlier mentioned about the $2.77 increase as far as paying property taxes on the average homestead that we used in this scenario.
so when you divide that 33, whatever it was, 33, 32, by 12, it comes $2.77.
what I need to have is for you to let me know what that average homestead in the southeast and the northeast, manor i.s.d., what would that be total.
it would be less than $2.77, I know, but I don't know exactly what that figure is, so at some time would you be able to give me that figure?

>> sure.
I'll get all the members of the court the average taxable value in the various independent school districts that represent the geographic areas of Travis County with the calculation of the tax increase.
I'll be glad to do that.

>> yeah, I would appreciate that.
if you could get that to us as soon as possible.

>> sure.

>> thank you.

>> anything else on item 36?
thank you very much for a job well done.

>> thank you.

>> thank you all.
thank you very much.
