22, consider and take appropriate action on the Travis County health care district, dba central health, 2011 tax rate.
a, total maintenance and operations tax rate, b, total debt service tax rate, and c, total ad valorem tax rate.

>> our total operations rate is for -- proposed for 2012 is 7.74 cents per $100 of valuation.
again, that's a 6.5% increase above our effective rate of 7.27.
and then as I mentioned before, we're adding a debt service rate for the first time, .15 cents, to fund the certificates of obligation that we closed on today.
so our total rate is 7.89 cents.
this is the first time we've gone above the rate we actually neighborhood our fiscal year, 7.79 cents.
so due to actions that the board has taken in the past, relatively modest tax increases, no tax increases for the last two years, we've well com in at the effective tax rate for 2010 and 2011 both and also due to the tax base, we're very fortunate to have the tax base in Travis County.
as you well know, we have managed to keep our rate we think relatively low.
so it's going above the nominal rate that was in 2005.
the effect of that change in the tax rate on the average homestead value is $15.66 a year.

>> to bring it to a total of what?
$15.

>> .

>> a total on the average homestead value of $172.27.

>> but the average tax bill would be what?

>> that is -- I'm sorry, the average tax bill 172.27.

>> oh, okay.

>> and it's an increase of $15.66 above the average for this year of 156.61.

>> okay.

>> I wanted to I guess also cover the aspects of some of the exemptions that you allow.
I think it's pretty significant, kind of mirror what this Travis County Commissioners court does as far as the type of homestead exemptions, you know, 20%, along with the over 65 exemption, which is about $65,000, and I think the disabled exemption that you are also involved in.
when the public hearings were held were any of these aspects discussed at those meetings?

>> no, sir, I don't believe the exemptions were brought up at the hearing.
in fact, the court does determine our exemptions and we do follow the same exemptions that you are

>> [inaudible].

>> I think it's really significant because of the fact we're the only two jurisdictions here, taxing jurisdictions, that allow such exemptions on your appraised property value.
those things are deducted before the tax rate is applied.
so I want folks to know that you also do that.

>> that's a very good point.

>> on a it would be .0774.
b would be .15.
and c would be .0789.

>> yes.
b would be .0015.

>> move approval of a, b and c.
