Travis County Commissioners Court
Tuesday, August 23, 2011 (Agenda)
Citizens Communication
Citizens communication.
if you are here on an item, for example, the health care district budget, we have to call that item up for comments.
not during citizens communication.
but our goal is to call it up, be able to call it up pretty soon.
so gus pena, morris priest.
ronnie reeferseed.
dr. Kim.
>> good morning, judge, gus pena, east Austin native, proud united states marine corps veteran.
state's jobless rate rises.
stock market begins to fuel economic fear.
rents occupancy soar as projects lag.
what does it tell you?
need for more money for social service agencies.
the city council apparently is deficient on fully funding all services -- social service agency requests to the tune of I believe it was 28 million, I guess.
and I think 23.5 million or the funding was 23.5 million for social service agencies.
judge, Commissioners, I know money has been allocated from that cash cow fund to fund other projects.
I requested the mayor and the city councilmembers and the city manager look into the legality of how we can transfer money from Austin energy to fully fund all social service agency requests.
requests for proposal.
two agencies that come to mind are critical to our youth and families quality of life.
the council on at risk youth, the executive director and, of course, south river city youth.
these programs provide prevention and when the prevention mode is compromised, intervention mode kicks in.
they provide a lot of services, councils he will, prevention, education, mentoring, tutoring, these are very worthy agencies that need help as does any baby can.
I'll leave it at that and we're going to lobby -- I'm not a lobbyist, a consultant or anything.
what I should have said, I'm an activist and I will actively pursue this position until we get more funding to fully fund these programs. The needy and at risk are just losing the services for our community.
I want to thank a couple of people here, paul coroza for helping the needy people that need shoes for school.
alberto garcia and mike luna and a couple other people for helping buy clothes for kids, for needy kids that were not able to receive clothes from any other agencies.
it's very important for the kids to have school supplies.
they also donated help for school supplies.
judge, Commissioners, I don't know how much longer I've got had this life, but I'm going to give it all to help out the poor, needy.
a lot more people becoming homeless.
the last thee bastions of apartments that are supposedly low-income or affordable have been torn down.
where are the families going to go?
all these nonprofit agencies that are proposing to build affordable housing, nothing for families.
what happens to the veterans with families.
judge, you've been very helpful you about the issue we have to put more priorities on families.
thank you very much.
>> thank you, mr. Pena.
mr. Priest.
>> thank you, judge, Commissioners.
morris priest on my own behalf.
I want to give a shout out to Ron Davis.
he was in the paper and I want e--agenda item on theing the Commissioners court for campo, giving backup material for the campo board meetings as well as Commissioner Gomez whose office and staff are offering the information to me.
basically we see many of our elected officials not responding to the public's request whether it's building southwest 45 or whether it's just we always get the legal answer instead of the moral or ethical answer but I think we have a great Commissioner in Ron Davis and Margaret Gomez.
I do hope we'll see some changes.
I think most people know during this redistricting and the things going on with the city, we have a city council that's basically run by a city manager.
and of course we've seen our legal issues with our legal counsel for the city.
but basically we see time and time again whether it's leaving precinct 2 the same and the justice of the peace precinct or the overwhelming testimony was not to change it our county changed it.
when we see things like nathaniel sanders, we see these recurring issues with these payoffs, knowing there is no possibility they could have prevailed in such a case.
we see bill spellman and cheryl cole and city manager along with legal and all the others involved, we see time and time again, our elect officials are doing the exact opposite of what we requested.
but I think that we'll see changes.
many of us are going to be working very hard, Commissioner Huber, to replace you.
I think you've demonstrated failed leadership with southwest 45 and I think your testimony the other week when we were talking about the campo backup items were totally a lie and I've called your office --
>> [one moment, please, for change in captioners]
>> mr. Reeferseed?
>> thank you, sir.
ronnie reeferseed yelling yeehaw, legalize freedom.
never have I been so confident that our very own ob-gyn, dr. Ron paul, lover of liberty in our u.s.
constitution has arrived within one percent of beating iowa born michelle bachmann in the iowa straw poll.
he is poised now for a total victory in iowa's upcoming caucus.
miss bachmann is parroting his positions on some key economic issues, but like most u.s.
politicians that are allowed to fixate here in the u.s.
of israel, the world's number one super running dog, ms. Bachmann maintains an absolutely treasonous devotion to that oppressive criminal regime, israel.
which by the way has absolutely nothing in common with the quote, israel, close quote, written about thousands of years ago in the bible.
it's not the same.
wake up.
no, people.
people who consider themselves chosen by god cannot be so.
god is not a big on the.
he loves all his children, including the palestinian men, women and children around the unborn who are systematically sterm mated everyday by the israeli war pigs using the ongoing military industrial bankster media complex of criminals that eisenhauer warned us about.
the war industry dutifully shoved down our throats by the kenyan born and ineligible to be president called barack obama, war pig, ie, barry sooro.
remember the martin luther king instructed us all to not judge a book by its color.
barry sotoro proofergz this point.
almost 50% of black babies conceived in the womb were murdered by mom.
ask yourself, who is telling you to kill your babies?
your boyfriend, your social worker?
how about the truly evil so-called planned parenthood?
think, people.
many of us here now were not planned.
we were not planned.
abortion is murder.
never justifiable to execute the innocent baby.
it is truly satanic to convince women that murdering their offspring liberates them in any way.
instead, abortion is in reality a lifelong guilt trip, ladies, reducing anyone's potential lifelong gratification by leaps and bounds.
for what?
convenience?
to punish some boyfriend?
it's about a bargain with the devil.
don't do it.
stop the killing!
impeach, convict and remove the tyrant who says he doesn't need no stinking congress to wage war anywhere.
>> [ buzzer sounds ] that's out and out treason, people.
wake up.
>> thank you, mr. Reeferseed.
dr. Kim?
>> thank you, sir.
thank you, my honorable judge Sam Biscoe, you are the best judge across the nation, across all over the world.
you make me laugh all the time.
I really appreciate you.
I am the happiest person in the united states and over the whole world, same to you all.
you still allow me to speak here.
I have went here to appreciate and to praise the united states and Texas and Travis County court, the best of the whole world in human history.
I have more than thousand of pages documentations filed in the court.
it's more than thousands of pages.
every page contains fraud and the violation, deceit, by the lawyers, judges, attorneys in the state of Texas and across the nation.
every page contain several.
only I have -- this one is more than 700 pages filed in district court in Travis County.
more than 700 pages.
every page contained fraud and violations of judges.
more than 18 judges.
this one here, every page I receive a letter August the 16 from court judge, I have reviewed your appeal of the municipal court of the city of Austin.
it appears you were attempting to appear to the Travis County judge Sam Biscoe.
neither the court nor the county Commissioners court nor the county judge have a jurisdiction to review a decision of a city hearing officer regarding a parking ticket.
you request permission to file an appeal is denied.
this is trash from a court judge, signed -- first of all, there is no law application at all and to conduct a violation, this one.
I immediately responded to the judge.
your denial notice failed to apply in the law of state or nation or whatsoever.
you are our public servant as the court judges, who always applies the applicable laws to the case before you to decide.
took you -- I took you as a defendant to the court of appeals in the case number, city 03110193 and (031)101-2003, both of you and your attorney did not respond to the court and to me either.
so therefore your declaration of john q.
kim as (indiscernible) has no legal force anymore.
>> bruce bauer, and robin williams are here on the healthcare district's budget.
okay.
anybody else for citizens communication, whether you signed in or not.
and that's to address the court on any matter not on the agenda?
all right.
