Item number 2 is a public hearing to receive comments regarding fiscal year 2012, Travis County district clerk's record matting plan.

good morning.

>> good morning, judge, Commissioners, michelle brinkman from the Travis County district clerk's office.
and I'm here to present for the public hearing a portion of the records management plan that is before you today for approval.
the portion that requires the public hearing is the records management fund authorized under section 51.305 of the government code.
in this particular records management plan, the district clerk is required to designate what comprises the court record, and we do so in this particular plan.
it is a very broad designation in favor of preserving as much of the court record as would be feasible.
essentially the only part of the records that we have that would not be under the plan are those that would be subject to expunge shun order which would be criminal cases that did not result in conviction.
and there really wasn't any point in including them in the plan.
we also included in there a strategy for preservation of the court documents that are part of the record we are to maintain.
it is a high-tech, low-tech strategy.
we have records that exist on microfilm, we have records that exist in paper, we have records that exist in electronic format.
our goal working with Travis County records management over time is to maintain all records that are part of the court record in both on high-tech and low-tech format.
the low-tech format that is preferred are microfilm, the high-tech are document management systems. Relating to the use of funds for the records management or the court records technology fund as it's officially called under the act, we have in the request which was held over from last year because of issues not being able to complete a purchase, the acquisition of additional scanning equipment to convert more paper documents to electron being tore mat of $46,798.
we also have funded this year and are asking for continuation of funding of the court clerk assistant whose job is take the paper records and scan them and convert them to electron being format.
we plan to be continuing to work with records management using their technology to take what is in our electronic record and have it moved to microfilm or duplicated on

I'll be happy to answer any questions about this particular management plan for the technology fund.

>> in the past when we approved the plan, have we also in that same action approved the budget for the plan?

>> yes, and this has been budgeted as far as the overall budget from p.b.o.
as well.
particular funds, 055 and 070 are the two funds.
