Travis County Commissioners Court
Tuesday, August 16, 2011 (Agenda)
Citizens Communication
Citizens communication is next, and this item gives residents an opportunity to address the court on any matter not on the agenda.
any matter not on the agenda, for up to three minutes.
mr. Reeferseed, please come forward.
followed by gus pena.
followed by julie drenner.
how much time has mr. Reeferseed got left?
>> [laughter]
>> I'm sorry.
thank you.
I'll make it quick.
okay.
ronnie reeferseed.
singing hallelujah, it's just a rumor, but our very own peace loving ob-gyn dr. Ron paul revolution of love for liberty in our precious earth shattering u.s.
constitution just keeps destroying delusions within 1% of being out and out victor in iowa's straw pole right behind michele bachmann.
throughout the the political prostitutes.
Thursday dr. Paul shocked the iowa debate.
he skunked them.
earning thunderous applause and at least one standing ovation.
when dr. Paul pointed out anyone else out there, five year veteran, dr. Ron paul has been working for decades to kill the ravaging war and death pig of the world's military industrial bankster complex of media.
stop the killing.
not a single on stage shares dr. Paul's understanding of these complex issues.
hog wash.
the answer my friend is right there in our u.s.
constitution.
our founding fathers knew above all of the facts that no one person has the right or the authority to waste our nation's blood, treasure and potential leadership by example on the world space by dick take torely declaring war on anyone.
that's why our nation rose up in defiance of the delusional king george, remember?
taxation without representation.
yippee.
we have all won a victory here.
we have -- the rumor has it an actual tip from mr. Priest that Travis County taxpayers who don't like killing babies don't have to pay for other people to kill their babies.
again for years now well over 50% of all black babies conceived in the womb were voluntarily sacrificed to the evil god of death in our ongoing spasm of killing people, the elderly, unborn and disabled.
wake-up so-called peace prize is a swift ego tripping sociopath who has sold our planets to the build a burgers, the clod of criminals including royals who dictate global terrorism, gas prices, et cetera.
our own vice president joe build a burger biden has been illegally scheming with them for decades in open defiance of the logan act.
our secretary of state was found guilty and paid a fine for that same thing.
hmm, what about repeat offenders?

sub vibe to afp 1-888-69-news.
>> thank you, mr. Pena.
>> good morning, judge, Commissioners, gus pena proud east Austin native, proud united states marine corps veteran.
judge and Commissioners, I want to make a couple of comments.
you know this gentleman to my right, lucy pena is my son, and he wanted to come and learn some civics and I told him just like the other gentleman from covington I hopes he learns some civics because this county is in bad shape as is our country.
I would like to say that I have some information from the city that deals with homelessness.
one of the things that I have been telling people for many years is a lot of people are homeless.
they are not counted, a lot of military, veterans are homeless.
more families are becoming homeless.
we're losing the last three so-called affordable units, apartment units on east riverside drive, Commissioner Gomez, that's our precinct.
these people where are they going to go?
they are families.
there aren't any units in Austin.
you read the paper this week, rent occupancy soar as projects lag.
where are we going to put these people?
where are we going to house them.
house ing is a premium right now.
if get an affordable unit, $1,000 a month.
that's not affordable.
affordable for who.
please continue to fully fund or increase funding for jobless.
we need to keep our kids occupied during summertime, keep them out of illegal activities.
what we would like to see in the community and hopefully it's on the budget is we need more corrections officer and patrol officers.
I'm a former federal corrections officer.
I understand the budget.
I understand the down fall of the economy and this is a bad economy.
we're still in recession, I don't care who says what, we are in a recession still.
but we need these individuals, one patrolling our country -- county's rather, streets.
second is more -- these handouts are having to do with caritas.
funding is at a premium right now.
I know the city and county are hurting but we need to increase funding for that.
we need to increase funding for housing assistance, electrical assistance, utility assistance.
please continue collaborate with Austin independent school district to help truancy and dropout measures and please everybody volunteer time to help mentor and tutor a substitute student.
students are hurting in math.
four years of algebra is a requirement to graduate.
I'm a former teacher at Austin community schools, I sweat when I think about algebra and trigonometry.
last please show appreciation for military troops.
I don't care what your position is about the iraq and afghanistan war, support your troops.
they are there because they are defending our country.
show your appreciation.
last, a society's worth is measured by its people of less fortune.
thank you, judge and please we'll be looking forward to tackling the homeless issue.
thank you.
>> thank you, mr. Pena.
julie drenner.
>> good morning, your honor, members.
my name is julie drenner.
I would just like to address issue number 27, the change -- or the proposed changes in the boundary for the jp contracts and the Commissioner lines.
I am -- live in precinct 377.
I have four children and am married and have lived in the area six years and we have one of the precincts that would be moved out of jp 2.
and we are very concerned about this.
we oppose the move on two basic principles.
they are really combined, it's access to courts.
right now we are very close to jp 2.
the people in my community are those of us raising school aged children and the elderly.
and if you continue to move the corridor farther and far from our reach, it just impedes our ability to have access to courts.
did shely those brought into jp 2, it impedes their access because I think there's something like 4,000 new constituents.
and while the jp court 2 does a wonderful job right now getting through their docket, it is very full.
if you add 4,000 new constituents, that's going to overload their docket.
so I don't see a reason why they would want to be changing our lines.
these are the lines that were changed just ten years ago.
it has worked very well so I ask you to oppose the proposition to change our lines.
thank you very much.
>> thank you.
we will consider those comments when we call up item 27.
>> appreciate it.
>> these comments are supposed to be related to any item not on the agenda.
any item not on the agenda.
don zimmerman.
>> thank you, judge Biscoe, members of the court.
I apologize for speaking on because I've got to get back to work, I know everybody is busy but under time deadlines.
I wanted to echo the comments julie just made about item 27 that is correct we don't want to see the district moved for justice of the peace precinct 2.
we would like to you keep it in tackett like it is now.
I would appreciate it if you would do everything you could from sticking the precinct 2 finger out into the Lake Travis area.
it seems to make more sense in the community of interest to try to keep those areas together, especially the steiner ranch.
steiner ranch is just south of where I live.
it just seems to make more sense if you could keep precinct 3 looking more like it was before because there's a strong community of interest in Lake Travis area.
and that's all I had.
just wanted to ask you to keep the boundaries the way they are.
seemed to work pretty well for us in western travis.
thanks.
>> we'll consider those when we call up item 27.
john kim.
>> good morning.
thank you.
Texas constitution, article 5, section 16, a county judge is the presiding judge of
>> [indiscernible] over the county court and has judicial functions as provided by law.
county court judges shall have the power to issue writs necessary to enforce their jurisdiction.
I showed this constitution since October 29 -- no, October 19, 2010.
today but this court denied its review my case.
all the way I want here today and article 5, judicial department, judicial power.
that's it.
the judicial power of this state shall be vested in one supreme court, in one court of appeals and a court of appeals in the district court and the county court and the Commissioners court.
now, all of you denied so far.
your denial violates constitution.
you have no such authority.
and I have here all of the things violated by the district court of judges, attorneys, lawyers, no phones and all of the fines violated by u.s.
government, Texas government, district court, this court and all the other courts violate for 23 years.
I got a call u.s.
congress yesterday.
u.s.
congress want me to send some papers to over there.
I'm going to do it today.
and my case is pending and the u.s.
court of appeals, associate court and right here
>> [indiscernible] this court of appeals did not decide this decision yet is over today.
this letter from Austin community college invited me to come to their class some lecture room.
so I was there, but they used the police to remove me from the Austin community college.
that's retaliation.
they filed -- they move this thing, cross out.
they said character, the charge have merit.
the charges have merit.
john kim's complaint has merit.
Texas workforce, Texas workforce commission decided this.
and the third court of appeals, the judges --
>> [buzzer sounding] -- they dismissed the case.
how many want -- how many papers do you want to review this?
>> thank you, dr. Kim.
>> thank you, sir.
>> those are the persons who signed in to speak under citizens communication.
