32, receive briefing and take appropriate action on change agent, chief information officer.

>> good morning, joe harlow, county executive and cio for i.t.s.
we're here today to give you a briefing on the status of where we are in the process of getting a change agent and to do an assessment of i.t.s.
and ultimately to hire an account executive for i.t.s.
working with purchasing we have had a scope of work for the change agent, what the change agent would do, and that has been vetted by the external board members and our estimated cost for this change agent would be under 100 k, which i.t.s.
has salary savings to cover this.
in addition there's the 200,000 that's out there for the official assessment from an assessment firm that is included in the budget today.
we have received approximately 7 resumes from the external board and have got down to at least seven prospects out there.
purchasing has developed a final professional services agreement or are working on the final stages of that professional services agreement that we would then engage one of these individuals.
as far as the time line of the project and what we're trying to accomplish here, phase 1 of the project would be to hire this change agent.
then phase 2 of the project would be to do solicitation of a firm that would come in and do assessment of i.t.
personnel against where we are going in the future.
phase 3 would be to have the cio change agent drive the implementation of some of these recommendations that need to be done.
and phase 4 would be the actual recruitment for replacement for myself as the cio and county executive.
what we are recommending today then would be that we pick two or three of these top candidates and have them interviewed by members of the internal and external board and select a change agent.

>> the $200,000 has been budgeted?
the 200,000 has been budgeted for official assessment which the change agent would assist us in trying to get a firm that would come in and actually do the assessment.

>> and is that in the preliminary budget?

>> it's in the current year budget.
it's in the 11 budget.

>> we have to make sure it's rolled forward.

>> right.

>> $100,000, has that been budgeted also?

>> we have salary savings and we can cover that much of the change agent.

>> okay.
remind me of the -- I see the two members of the Commissioners court, but who else is on the committee, external committee.

>> let's see.

and the external committee has assisted with this also?

>> yes, absolutely.
