23 is to consider and take appropriate action on potential projects for program year 2011 action plan related to community development block grant through u.s.
department of housing and urban development.

>> good morning, Travis County health and human services.
last week we provided you a slate of projects for your consideration regarding the 790,136 we're anticipating to receive from program year 2011 funds of the community development block grant.
today we are requesting that the court take action to approve the four projects that were provided which is treat improvements, the design phase in the amount of $145,000, owner occupied home rehabilitation in the amount of 368,636 which would do improvements to homes for people low or moderate income, a public service project expanding current project to increase providing case management to all four of the precincts and also increase the number of people served from 120 to 500 individuals, for total of $118,500.
then finally the administration and planning costs associated with the grant in the amount of $158,000.
additionally in the backup we are requesting the court reauthorize the alternate projects included in the program year 2010 action plan which if we have additional cost savings, additional funds that need to be expended, and we have need, woo e would come back to the Commissioners court to add funding to home buyer assistance home rehab and also the consideration of another street project.

>> do we believe we are posted to reauthorize the 2010 projects?

>> yes.
the citizen participation plan was amend the last year to be able to allow for alternate projects so we don't have to go through the substantial amendment process.
these projects are up to a certain amount of funding should we have extra dollars and say we go through all of the home repair funds, then what can happen is if you approve the alternate projects today, then we can come back to you with Commissioners court action and approve additional funding towards any of those alternate projects so we don't have to go through a public comment process again.
it saves us time.

>> okay, so we are authorizing the alternate projects for 2010 for use in 2011 should funds become available.

>> yes.
so it will be in the action plan with full detail just as it was a project that we were going to fund with py 11 funds.

>> Commissioner Davis.

>> thank you, judge.
in this particular array of events, even in the alternate, you brought up streets and other type situations, my concern, my question to you is what type of contract chal relationship do--contractual relationship do we have with private persons involved in implementation of the subject matter, and does that work basically through the county attorney as far as that type of relationship?
for cdbg money, as far as private, if there is a private entity involved?

>> depending on the type of project, occasionally if we're asking, for example, with the project where we acquired land for gilbert lane, there are oftentimes opportunities that the nonprofit we contracted with to work with private developers to help build and offset the cost and sponsor houses.
so in those instances what we have to do is make sure that we are taking into consideration any releases or information that we need to be anible to collect so that we can talk about those projects and the way that we advertise and that kind of thing.
so it's something we work through.
Austin habitat has contractual obligations and agreements but we have to--

>> what type of agreement did you mention?

>> our recipient agreement through the county.

>> right, what I'm trying to I say, whoever drafts that, what the terms and conditions of those agreements.

>> we have to go back and look.

>> yeah, we need the revisit that.

>> our office addresses the recipient agreements, drafts the sub recipient agreements.

>> I'm saying if your office, we'll be getting in touch with you.

>> me in some, some with the real estate chris gilmore has done.
depends on the subject matter.

>> all right.

>> any time there's funds transfers, contract goes through our office, through the court, regular procedures.

>> I didn't know what leg was involved, but since you are it --sitting there, I'll probably get to you later on on an issue that I see that may be growing.

>> okay.

>> anyway, we'll get with you.

>> it's all interrelated and I just needed to know the process of trying to get resolution to a question that has been posed and I need an answer.
