Number 8, consider and take appropriate action on the following items related to the community development block grant recovery funds through the american recovery and reinvestment act of 2009.
a, update on the project; b, receive results of the environmental review; and c, approve the certificate of exemption of funds.
good morning.

sue moffett, Travis County health and human services.
we wanted to give you an update today on the community development block grant recovery funds.
these were funds that were made available through the american recovery and reinvestment act of 2009.
the Commissioners court -- sorry.
lost my train of thought.
the Commissioners court approved a project for plain view estates water connections.
its intention was to connect approximately 39 houses to existing infrastructure, water mains in the right-of-way so that people could have access to water as their private wells were starting to go dry.
so in terms of where we are, we have completed the design and environmental phases of the project.
we have spent a little over $84,000 of the $226,000 that we have.
1.85 ftes have been created or retained as a result of this work.
and of the 20 homes that have completed the eligibility process, 19 have been determined low to moderate income.
two additional homes are completing the eligibility process.
the remaining 19 homes either found the resources to connect to the waterline or choosing not to connect at this time.
and then finally we are anticipating that the project will go out to bid in June or July with completion on or about the end of the fiscal year.
so in terms of being able to move forward with going to bid the project for construction, we need to request the court approve the environmental document that we were provided.
basically we had a consultant named crestbow consulting through our design consultant look at the environmental impact of this project.
they determined there were very little impact as a result of it and so it's being considered exempt, which basically means we don't have to go through any more public notice process, we don't have to advertise it, and so if the court allows the judge to sign this document certifying these results as correct, then we can move forward with going through the bidding process.

19 have been approved.
we're still working with the other two.
