10.Consider and take appropriate action on the permanent traffic improvements on fm 812 at f1 speedway in precinct four: a, indemnification agreement with circuit of the americas llc for funding of improvements; and j, advanced funding agreement for voluntary transportation improvement projects with the state of Texas and Travis County.

>> one thing I wanted to clarify on this for the public is this is not county money at all.
it is an agreement between the f1 and the state of Texas to get the 812 repaired somewhat that's correct, Commissioner.
the -- and it's not uncommon to sign agreements between us and txdot, when a developer driven enhancement or improvement is required, txdot will not contract directly with the developer but with the authority which is us and the developer will pass that funding from himself to txdot.
and then txdot will do the work.

that's what I wanted to make real clear for the public to know.
and to remember maybe they can can come to the meeting and remember this.

>> this is the only improvement that will be necessary out there to -- to handle the traffic.
so this is just one element of what we hope to be a larger transportation plan they are working on.

>> so there is a motion to move approval of this particular item and we do agree to go with the agreement and also the advanced funding agreement in this particular situation through txdot.
how long would that probably be before the -- before the action that we have taken actually will be realized?
in other words, here it is.
we have done this part of it.
the next step is when?
can it actually be applied after the process has been exhausted today?

>> okay.
the thing that I could -- could look back to is the double left turn agreement that we did with with txdot and hunter band to get on the 969.
we started conversations with them in December last year and they -- we didn't get advanced signed agreement with them until two months ago.
they are on track to put the project out for bids I believe in June and it will take two months to do it.
so about a 9-month process by the time we approve advanced funding agreement until the time you actually see the improvements completed.
this is very similar in scope to what we are going to do at hunters bend.

>> okay.
I wanted to know that time line because -- and I understand what you just explained, because a good example deals with the 969 advanced funding agreement, over at precinct 1.
so if it is a nine-month time frame, are the parties basically aware, since the venture was to come through the private entity, circuit of americas and txdot and also Travis County involved, are the end users aware of that time line, excuse me, of the time line of the 9 months it would probably take?
so whatever they are doing there, they can integrate the decision into that time line?

>> as far as I know, they are.
I mean, what they decided is coming to court and what schedule txdot discussed with them, I do not know.
I can just go by our own experience with txdot in similar situations.

>> but that doesn't mean -- it could be nine months or it could be less or greater.
we don't know exactly.

>> right.

>> how they will enter grate that as far as that scheduling process, as far as what they ought to do.

>> right.

>> with the txdot?

>> yes, around a lot has to do -- and a lot has to do with how intensive environmental document they have to do, if it is the impact, they can get it done clearer.
that's what is taking so much time, is we are having do that.

>> move approval of of 10a and b.

>> we still remain concerned about elroy road and other traffic issues around f1 but this is part of the solution and this solution is being worked with txdot and the developers exclusively.
we are just holding the money for them.

>> we are the conduit between the developers and txdot.

>> and it's for a section that Travis County would need to begin with, whether f1 was there or not.

>> on el joy road, that is true.

>> this particular one.

>> this one is state highway so I wouldn't have any --

>> oh, no, go ahead.

>> okay.

>> so we have plenty of remaining issues.
this just isn't one of them?

>> right.

>> right.

>> a lot of pending concerns.
