Executive Session

john, do you think I need to read them or just make reference to the fact that they are regarding the Travis County civil and family law courthouse?

several of the items are -- are not really set up for -- for executive session discussion.
are there specific items on there that --

>> bring them all up and then go back into executive session for general authority on advice of attorneys.

approve request for services (rfs) for a consultant to provide services regarding a new civil and family courthouse, including determining the feasibility of entering into a public private partnership (p3), rfs no.
s110505-cg, and authorize purchasing agent to issue rfs.
we'll go into executive session under consultation exception as well as 25, revised language, consider and take appropriate action on the following items regarding the Travis County civil and family law courthouse: a, selection of a county special projects team director and the steps necessary to implement it; b, modification of the contract with broadus & associates to include a visioning process, including internal and external stakeholders; c, modification of the contract with ugl services to include real estate advisory services, including -- equs should be, services to include real estate advisory services, including evaluation of responses to the rfi; d, designation of an external consultant team, e, designation of an internal Travis County team; f, a courts team of representatives of the civil and family courts; and g, selection of a project director and the steps necessary to implement it.
and h, issue requests for services for financial advisor to develop value for money analysis for construction options, consultation with attorney on 25 as well as 24, we'll discuss these two items and return to court before taking any action and we'll discuss the rest of the executive session items this afternoon.

this morning we said we would call up item number 7 in open court just in case there are questions for mr. Suttle or mr. Salinas.
seven is to consider and take appropriate action on the permanent traffic improvements on fm 812 at f 1 speedway in precinct 4.
a indemnification agreement with circuit of the america's llc for funding of improvements.
and b, advanced funding agreement for voluntary transportation improvement projects with the state of Texas and Travis County.
any open court comments or questions of the representatives of the developer here?

the good news, y'all, is that in addition to 29 that we were asked this morning to postpone, legal has also asked that items 30 and 31 be postponed until June 7th.

27, consider purchase of approximately 112.94 acres of land in northwest Travis County in connection with the balcones canyon lands conservation plan and take appropriate action.

28, consider purchase of approximately 4.819 acres of land in southwest Travis County in connection with the balcones canyon lands conservation plan and take appropriate action.

skipping over to 32, receive briefing from county attorney and take appropriate action regarding legal issues associated with the impact on county departments of the circuit of the america's formula one grand prix, consultation with attorney exception.
33, receive briefing tr county attorney and take appropriate action regarding william evans, twcc docket number 10277412-02-a 1.

and the final item for executive session discussion, number 34, consider and take appropriate action relating to Travis County involvement in legal action regarding congressional redistricting efforts by the Texas legislature.

we will discuss these items in executive session, but will return to open court before taking any action.

number 26 involving the lease agreement with bruce at 700 lavaca, suite 405, motion.

>> I move that we -- we offer to freeze the amount owed for scheduled payout at the amount owed at the time that the settlement is entered into.
and negotiate an incentive for paying out ahead of schedule.
that incentive for paying out ahead of schedule would come back to Commissioners court.

32 is the matter involving -- associated with the americas formula 1 grand prix project in Travis County.
we had our briefing.
we will have that matter back on the court's agenda in we agreed two weeks, right?
two weeks would be June 7th.
we'll check that if we need to change the wording on that item, we will do so at that time.

>> were we going to bring back -- weren't we going to bring back a schedule for next week.
oh, no, that was just going out by letter, never mind.

>> 33 we acted on already.
34 the matter involving the -- the potential legal action regarding congressional redistricting efforts by the Texas legislature.
I make the following motion: that we authorize the county attorney to file either a lawsuit or lawsuits on Travis County's behalf relating to redistricting issues.
and that we authorize the county attorney to retain outside counsel and obligate the county up to the amount of $50,000.

>> and to come back to the court once that amount is exhausted if in fact it is.

>> we did not address that county attorney hinted that he would use some of his funds and at the appropriate time come to the court and we would take it from allocated reserve.
I will let him know that comes out of the county attorney's budget.
