I had something that I copied for y'all regarding the health and human services committee and it's going to be meeting today actually at 3:00.
and the implications of some social service agencies not receiving funding from the city of Austin, my understanding is $25 million, over $25 million was requested by several agencies, I gave you a packet last week.
and I asked permission to copy that packet so I could give it out to y'all.
this is a new directive which I'm okay with, but I'm still a taxpayer, I still pay taxes, still pay salaries.
my understanding is that the city does only have $13 million for selected agencies.
that's not acceptable.
we know there's a lot more money there at the city of Austin and that's why I'm going to give you a copy this and I gave you a copy of what was given to me last week.
judge, elected officials, I am honored to have worked for the state, city, county and federal government, department of treasury, i.r.s., the department of transportation, department of defense on the federal side and the city and university of Texas, various state agencies, Travis County as a bailiff, city of Austin as a bailiff at municipal court and also at parks and recreation department.
my personal demeanor was above reproach.
I always treated the public with respect and always continue to do so.
I don't know what happens here at human resources department when an employee comes on board as a new employee.
we were ordered to sign a packet, a packet at the federal government that was called a code of conduct.
you will treat the public with respect.
if the public disrespects the employee, take it up with your supervisor, but this is something that is an ongoing issue for us here at Travis County and city of Austin and other areas and I'm calling it into play in Travis County.
it is not acceptable.
I as a bailiff used to deal with a lot of prisoners and former prisoners on probation before being adjudicated.
I didn't judge them.
I treated them with respect.
sometimes I referred them to social services agency because the poor need help, knowledge of services that they needed, you refer them.
I just want to know, judge, when is it going to stop.
let's show respect and professionalism to the people, the taxpayers.
if a document is not signed and the code of conduct, it should be.
let's hold this up to a certain standard of respect.
we know there's going to be a special session at the capitol.
redistricting is one of the hot topics.
I dealt with the lieutenant governor, speaker straus, sent them memorandums, we need to tap the rainy day fund.

I and others will urge the Texas legislature to approve a conservative budget that cuts nonessential program.
the appropriation articles relating to general government article 1, 2, 3, 6, 7, 8 and 10 provides policy makers perhaps the best opportunity to examine Texas government agencies and functions for areas that are duplicative, unnecessary or outside the proper scope of government.
relating to our transportation funding, the state's borrowing for transportation increases the cost, the state's cost from interest lost on cash balances and interest charges for new borrowing and transfers those costs to future taxpayers and legislatures.
the policy of the state is traditionally been to fund transportation projects through dedicated funds and minimize burdens on general revenue for debt and service.
therefore the state should continue to pay for the highway construction it can afford rather than encumber scant resources and drive up the cost of our extensive projects.
I know recently we've seen the voter i.d.
bill passed and patricia along with many others from the house.
we've seen other agenda items such as the budget, redistricting, son know gram bill and other things that are on the fast track gaining momentum.
now we have a chance to make things better in Austin by reelecting randi shade.
on the city council.
I do think when you are fire, police, e.m.s.
and other agencies support randi shade, we also need to look who is behind kathy such as the same people behind the pro progress I was who have been elected on this court.
we need to make sure if we have change it's meaningful change, and it was amazing to see that water treat plant 4, the ethics violator, councilmember cole, hugging the so-called winner of the election.
it's far from over.
I would encourage people to get informed, not make the same failed choices with flip-floppers and promise breakers that we've made here in this Commissioners court.
I want to encourage everybody to be active.
we've seen changes take place at the capitol.
the conservative issues are gaining momentum and this state is coming around.
and this state may bring this nation around to turning things around for the better of our property rights and other issues that we've seen kathy tobow and this court attack.
I want to encourage people with the momentum that we've gained in the house --

thank you all for letting us talk.
I'm darrin wilcox on behalf of real estate council of Austin and Margaret owens on behalf of gardner-betts.
we're here to tell you about the program that real estate council and gardner-betts have partnered on since 1997 which is a program that is a constructive outlet for juveniles with emotional conflicts and helps them to foster self-awareness and express unspoken concerns.
right now there's 66 kids age 14 to 17 that are part of the leadership academy at gardner-betts and able participate in this program.
this allows these children and these juveniles the opportunity to have emotional release through the arc and helps them to try to figure out where they are going and to get their ideas out on paper.
tomorrow night, may 18th, from 5:00 to 7:00 we'll be having a silent auction at the san jacinto center at 98 san jacinto boulevard, and the money that we're raising for that, the proceeds are going to gardner-betts and the project bridge arts enrichment program.
and we are here to invite obviously the members of the court but also the residents of Travis County to come tomorrow night and participate.
what we're hopefully showing on the camera is one of the pieces done by one of the students in the program, and it's just an example of what will be there tomorrow night.
all the pieces in the program tomorrow night are done by the students and they will be -- there will be a live auction for one student's piece of art and she will be there with her family to watch that process.
it's a really neat deal and for more than 13 years the real estate council has felt that this is a great program and gardner-betts continues to support it and have great success with it.

>> judge Biscoe and Commissioner members, we are just delighted to come again.
this is our 13th year with this project.
that means it's long sustaining and we hope to continue it for years to come.
and that's kind of what our kids are doing.
they are paying it forward as well.
because the results of their art and hard work for this past year will actually be displayed on tomorrow evening.
we are here to invite not only you but the community at large.
this doesn't need to be about juvenile probation or the real estate council, it needs -- we want to invite a larger, larger audience to come and congratulate our kids and congratulate them and encourage them to do even more work.
it builds their self-confidence and so we're there.
they are going to be there to say what inspired them to paint particular pieces.
their families will be there, and they are going to be very proud to share with you their stories.
so come, hear their stories, encourage them and be a part of this wonderful event.

that's a violation.
equal rights violation, due process violation.
that's why I call that court is monkey court, worse than monkey court because monkey court did not define me, john kim, as vectious litigant.
he is here behind me, he declared me as a vectious litigant.
he did not provide any reasons at all.
I have a thousand pages documentation.
every page includes government wrongdoings.
