Now, I call to order the Travis County housing finance corporation, two items, the first of which is one, consider and take appropriate action on request to approve memorandum of understanding for contract administrative services for a tenant based rental assistance program between Travis County and the Travis County housing financing corporation.

good afternoon.
I am here to visit with you about the mlu you approved in consent this morning regarding Travis County hhs administering the tenant based rental assistance program and the corporation is looking to fund a half time social service program coordinator position at the cost of $36,386 a year and we are just looking for your approval to fund that.

>> questions?
comments?
this is a continuation of a program already in place?

>> correct.

>> and so far it is working pretty well.

>> it's going well so far.
we've just entered into another contract, I believe, and this reimbursement will come up in fiscal year 2012, a about $36,386.

>> vote approval.

>> second.

>> discussion?
on the motion?

>> this is a great program that helps individuals on ongoing basis for 24 -- up to 24 months to get truly self-sufficient so they don't come back for one time emergency assistance.

>> correct.
that's the idea.

>> and hhs probably spends 80% of the time doing this grant, versus our time.

>> all in favor?
this passes by unanimous vote with director Davis absent.
number 2 take appropriate action and request to where you will from the community development apply grant home by the assistance program -- ask for the corporation to withdraw?

>> that's right, harvey Davis manager of the corporation and I did list three good reasons this makes sense for both the county and the corporation to withdraw.
the first reason is that after our experience with neighborhood stabilization program, it made better sense to subcontract out the management of this contract and that can be more efficiently done by the cbgb officer than our office handling it and the second reason is because of the staff changes in the corporation -- I am retiring this summer -- and angela is just starting her career with Travis County, that this would -- our not be involved in this grant program would give her a better opportunity to get started with her career here.
and then the third reason was that the cbg office is fully staffed and informed us that they are capable of carrying on with this home buyer assistance program.

>> is that three good reasons or three reasons?

>> I think they are good reasons.

>> and health and human services department say they know of this request and are 100% behind it.

>> yes, sir, they are.

>> questions, comments?

>> move approval.

you can hardly wait to retire, huh, mr. Davis?
this used to be your favorite program.

>> it passes by unanimous vote.

>> you deserve it.
in fact, I am coming to your big retirement party if I am invited.

that carries unanimously, also, and also, folks that are just noticing various act theties throughout the week.
with that, I move we recess voting session of Commissioner's court until 1:30 this afternoon.
