Citizens communication is first, this gives citizens an opportunity to address the court on any matter not on the agenda.

Commissioners.
welcome back, judge.
well deserved vacation.
you are going to need it for the budget.
it's going to be hot and heavy.
number 1, I would like to say that -- that we're meeting with senator ogden this morning just to listen to the community.
our goal is to state again as we did to the governor and to the house, speaker straus is that we need to tap into the rainy day fund for the biennium 2012-2013.
I tell people call and lobby the governor.
his vote is the ultimate vote, whether he vetoes or accepts it.
call the governor's office and tell them we need to tap into the rainy day fund to fund all of these other initiatives and precious, precious projects that need to be funded.
we need help for dropout prevention, mental health, education, and all of the other veterans survivors benefits, et cetera.
number 2, jobs.
a lot of people are -- are unemployed.
I don't care what the newspaper says, local statistical data says, this Travis County, city of Austin, has a high unemployment rate.
people have given up.
there are not too many jobs, they are very selective.
you have a position.
you are lucky if you have 150 applicants.
it is very difficult to get a job, especially if you have a record.
criminal record.
and I want to thank this elected body because y'all set the pace and the foundation for helping people who apply for jobs and they are not asking the questions until the interview, but I would say this to the interviewer, interviewees, whatever, to look at the experience of these individuals, look at their past.
not based on their criminal record.
a lot of people have paid a debt to society, so we have to move forward and help employ these individuals.
they have families, the families are hurting because their moms and dads cannot get a job.
anyway, no.
3, a couple of

a lot of families, homeless families, a lot of homeless singles males and females live in these hotels.
by June they are going to have to move out.
they are going to join the homeless ranks.
where are we going to put them.
a lot of people talk about housing the homeless.
you need to know what their needs are in order to meet their needs so they can become self sufficient.
these new initiatives that bought out these motels require you to have a salary, a pension, disability, ssi or retirement pay in order to qualify to live in these motels once they are refurnished owe remember had.
guys -- or rehabbed.
we need to have a different strategy, it's bigger than you think.
a lot of veterans are homeless, also.
two items, support our military troops.
I don't know anybody that likes war, you know.
support our military troops, irregardless of whether you are no the war or not.
I don't know too many people for the war.
let me tell you this much, military troops and their families need help over here back home, coming back with ptsd mental health, they need our support.
anyway, a society's worth is measured by its treatment for the less fortunate.
I've said this for 25 years.

judge, and I'm very pleased to introduce to you andrea shields, who is the new corporation administrator.
andrea has a -- she comes from the private sector.
she -- she stakeholders a -- she holds a degree from the university of Texas at Austin.
she has worked for the last five years for one of the two national cpa firms that deals exclusively with affordable housing issues.
so she has a broad background with working on housing, tax credits, working with Texas department of housing and communication.
working with developers.
so she -- she has a good background with affordable housing.
before that, she worked for the Texas affiliation of affordable housing providers, which is a trade organization for affordable housing developers.
so we are very pleased that she has come to Travis County to manage the Travis County corporations.

obviously, harvey will be missed, but we get the good fortune of having him around for a little bit longer, so that's a plus for us.
and we're looking forward to good things from andrea.

I've only been here a week, I've learned a lot.

growing up this was dinner table conversation on a nightly basis.
he's always told me you can do well and do good at the same time.
and I hope to bring that to Travis County.

we would like to do something to appreciate american soldiers and the police, constable, the sheriffs and f.b.i.
and cia, all of american government officials, we have to do something to support to them.

we need support, american soldiers, and the police.

I had 30 minutes last Friday.
I said everything.
but she said we have no power to control court.
I provided all of the documentations and I was coming here; I met the gentleman in the bus, a gentleman told me, talk to me.

he talked to me.
I said what did he think, where do you come from?
I come from south koreary I can't and I studied african government.
after I studied my ph.d., I go back to south koreary I can't.
I said I need to democratickize the united states quota system.
