>> good morning, judge, Commissioners, gus pena, native east Austinite, proud marine corps veteran.
I would like to give a shout out to judge john lipscomb, and anyway, speedy recovery, john, and strength, courage and wisdom to you, my sister jan breeland.
I want to ask you a big favor when we're pondering the budget.
everybody talks a good talk about giving the youth authority, a piece of the pie, transparency, et cetera, but we don't see too many youth involved in the budgetary process and a lot of it involves and does affect the youth.
and I was wondering and I took it to city council also, if you all could establish a youth advisory board to advise this elected body of the youth issues and anything that pertains to the youth and affects the youth.
I think it's long time overdue that we have the youth involved, and as they say engaged in the process.
you will find out a lot of youth are educated and in tune as to what's going on in Travis County and city of Austin and state government.
third, I'm an activist.
when you are an activist, you don't have any hidden agendas, you go do the job without being paid for it and one of the things we're doing is we're lobbying the senators, and not as a paid lobbyist, and I want the people to know to change your verbiage.
he can either veto it, sign off on the bill.
we want people to start saying we would like to tap into the rainy day fund for the next biennium, 2012 and 20 interest.
2013.
the last time he kind of tricked us on that.
we need the help, we need the fund to go maintain the quality of service and basic needs for the citizens of Texas, specifically Austin, Travis County.
in the newspaper it says the bill is aimed to nip Travis County's power.
worked on ronnie earle's campaigns many times when he was a municipal court judge, presiding judge.
we need to keep the public attorney unit funding intact.
do not usurp the powers of our Travis County district attorneys.
they've done a good job and they continue to do a good job and we cannot take any funding away from our Travis County d.a.'s office.
and I will speak to representative wayne christian and bill zedler and I'm going to do that this morning.
I'm over there nearly every morning, but this is not acceptable to us.
anyway, crime is in an increase whether you want to believe apd's data or not she it's an increase in our precinct, Margaret.

>> I would like to speak about a incident that happened December 8th of last year about 8:30 in the morning.
I went to the medical assistance program which is Travis County funded to be analyzed for eligibility for entrance into the medical assistance program.
I not only met the eligibility criteria, I dramatically exceeded them at the time.
nevertheless, I suffered a lurking harassment stalker incident committed by the Austin police department and with notes about it on this page and I'll hand that out to you, Commissioners.
then I went to the appointment and I was outright denied the eligibility for which I met the standards and exceeded them.
at the time angela perez said she would not accept me into the math program unless i, quote, consented, unquote, to let them violate my privacy.
the particular privacy they demanded to extort from me in exchange of health care was my date of birth.
I was not going to give it to them.
they don't need it for medical reasons or record keeping reasons.
later on martha hernandez they claimed was conveniently not in and anthony matta came in and repeated the same denial.
they said they would not accept me into the program doubly if anything on their so-called consent form or application was changed.
they signed it.
you can see here they've assigned me a number so they can identify all the mrs.
artemuses running around loose in Travis County.
I doubt there are any other than me, I like to think I'm unique, but in the event I'm not they didn't need any other numbers to identify me such as date of birth.
I also had some specific changes I needed to make to the consent.
I didn't want just anyone grabbing on to my private personal stalker kind of information, only physicians to whom I consented granting me health care.
I said specifically the physicians I consent to and they said oh, no, any old body gets to get their itchy paws on this information.
they deneed me health care because I made changes to the application form.
so that's what's happening.
they are getting paid no matter what because there's no report card system currently in place in Travis County.
and I'll share these with you now.

I greatly appreciate all of you.
I'm here to praise and appreciate american government and the Texas government and the Travis County government.
mr. Gus pena said he is reporting to d.a.attorney, district attorney.
I have never asked her anything to do for me, but she was blamed by someone and she is doing not good job, but I support her and she is doing great job.
she said she noted that her office does have the jurisdiction to prosecute public corruption cases with no link to Travis County.
she does her job to prosecute something to do with Travis County.
and but other people blamed her she did.
but some other court and court of appeals and district court of Travis County and this court and court of appeals of southern court and Texas supreme court, they have things in the Travis County.
they dismiss all of the cases.
that's why I am here for six months until today speaking with you.
and this days I saw change and I saw the court of appeals yesterday.
they sent me some cases would like to review.
they told us we

now they change their mind, they want to review my case.
but the district court of Travis County killed, destroyed all of my cases.
the cases happened here, right here in Travis County.
and I received Texas senator kirk watson's office yesterday sent out his email, my fellow texans to texans.
I received one whose title was want to help start the Texas budget -- he call it Texas budget

those in control at the state capitol brag about Texas economy and the Texas

590 days every two years, they work only 140 days every two years.
that's why we have a budget disaster.

all of the Texas counties do not, do not force all taxpayers to pay money to kill babies.
oops, the so-called pro-life republicans just this past weekend gave in to so-called planned parenthood demands.
you know, the black baby trained ongoing self-inflicted genocide over 50%.
anyway, our so-called president peace prize, so-called barack obama, war pig bangsters scream to kill even more black babies.
black babies conceived in the united states are more likely to be murdered in the womb than allowed to be born alive.
think of the cost savings.
who hates black babies here and con expires to kill them.
