>> approve contract award for professional architectural and engineering services for the new county Commissioners courtroom and offerss, 700 la vac, to the highest qualified respondent, lawrence group gsc arc treks.

>> good morning, judge, Commissionerers cyd grimes.
want to remind the court we are hired hsa to be the project manager for the three floors.
and mr. Saws is here.
almost we were on a fast track and he has a reputation of being a bull dog.
we are in the process and received ten responses to the rfq, which were a lot.
and the team composed of ken gaty, dave and bill mccain from hsa, and al jackson, who I want to spend a special thank you for was on the evaluation committee, richard vilareal from my office and ken lee from the county attorney's office, were involved very heavily and they did a great job meeting the time lines.
we had four groups that scored the highest, highest scoring was lawrence group, page sother land page came in second and almost a tie between brinkly and the farmer ready group.
oral interviews were conducted with those four firms and the final ranking after the evaluations and written interviews were for the law lawrence group.
the group met and negotiated a contract and were able to negotiate a fee that is within the budget that you just approved.
in fact, the final negotiated fee is $899,100.
I have to give this firm, lawrence group gsc an excellence credit, they did an excellent job in meeting our hub goals, met every single one of the different firm goals except for the women owned businesses, and we have a total of 15 self consultants.
dave has his hands fool coordinating but that is what he does.
it's a great group.
because of the media and video we have a lot of technical sub consultants on the group.
to I wanted to thank everybody for making that happen and listening to the hub group when they made the presentations, that this was important to the Commissioners court.
so we are here today for you to approve this contract in the amount of $899,100 to the lawrence group.

>> yes, sir, this not to can exceed amount, as we have gone through processes in the past, we want to make sure that we do not do just as we say, not exceed.

>> the $899,100.
every once in a while, we flune situation where there will be change orders, da da da.
so contract chuly, if things do occur, this e have to eat that themselves.
the person being awarded.
because things happen.
and of course, if anything occurs that is significant that may encroach on this not to exceed amount, how is that going to be handled?

>> Commissioner Davis, that is dependent on whether we have unforeseen conditionsor change our mind and make different decisions.
our intent is not to exceed that amount.
that is part of dave's job, is to ensure that they design within the budget.

>> he's done a good job with that.

>> but it's construction and design market and oftentimes when there are things that need to be changed.
our goal is not for that to happen.

>> I understand.
but I'm just saying, I have been around the mulberry bush a few times.
of course from experience, there are things that can occur.
I know dave, they are pretty reputable as far as teaching things in check, on time and within budget.
it's my concern, probably everybody may feel the same, but that is my concern.
I want to be sure that they understand that.
then I guess working in the 15 hub of vendors, consultants, that will hopefully be favorably worked in also.
and I was really glad to see the minority, that type of participation coming up on the hub.
but anyway, I want to be mindful of what we are doing here and just laying out a few things as far as cautionary posturing that I'm taking this morning before you.

>> I know that Travis County has a history of being fair with its consultants.
I can assure you anything within the control of the consultants, any additional costs will be born by those consultants.
if there's something that changes during the process, a user driven change or something like that for which they are reasonably entitled to additional fee, we will negotiate that separately and they would normally be entitled to that.
having said that, I know these two firms well and I know they will respect and honor your comment.
and I'd like to introduce tom cornelius, the president of gsc.

>> and earl swisher, president of lawrence group.
these are the two firms, a joint venture, paperwork has been submitted, we're very much looking forward to them and they have a great reputation.
they scored unanimously the highest score of any of the firms.

>> sounds like it was a very good process, and I'm really feeling good about it.
the other thing, I think dave has been around that mulberry bush with us.

>> he sure has.

>> so it really helps to know where the bumps are going to be and to avoid them.
so I'm really pleased with the process thank you.

>> I'd look like to move approval of it.
