Citizens communication is first and this item gives persons an opportunity to address the court on any matter not on the agenda for up to three minutes.
gus pena is the first speaker.
and he will be followed by gavino fernando, junior, who will be followed by ronnie reeferseed.
morning.

>> good morning, judge, Commissioners.
gus pena.
first and foremost, I want to let y'all know that I was at the house appropriation committee meeting this morning.
it was postponed, the 7:00 and 8:00 in the morning for reasons unknown to us.
it was a pretty big crowd, but I understand there is a difference of opinion between the house and the senate on how much money they will tap into the rainy day fund.
I believe my understanding is from the senate's 2 to $3 billion on the senate side and the house is at 4 billion.
so I again visited the governor's office again this morning and expressed my dismay and professional anger, if I might put it that way, as to how things are not transpiring.
these are people's lives at stake.
funding here at the county, the city, health and human services issues, mental health issues.
education is traumatizing a lot of people throughout the state of Texas.
governor perry, I want to tell you one thing again, and I mean no disrespect.
if you want to be president, you're not going to be president on our watch.
you're playing with people's lives and that's not acceptable for the great state of Texas.
I am a native east Austin Austinite and I can tell you one thing, governor, we don't play games in our community.
you shouldn't do that also.
money is needed to continue the services, basic services.
education, you're hurting the kids and scaring the kids not knowing if they'll have a good teachtory teach them.
we need more mentors and tutors for kids.
a lot of students are hurting in math.
it's just not a good situation.
I want to ask everybody also to pray and show your appreciation for our military veterans coming back from iraq and ahfc.
please remember to also show your appreciation for your female veteran whose have distinct health conditions apart from the male veteran.
we need help.
we need guidance.
city council, I admonished the city council last week, the mayor and councilmembers, for acting inappropriately.
this is not something -- you should show a better example to the kids and to the youth.
they don't need this type of inappropriate action.
judge and Commissioners, I'm on my way back to the capitol.
I don't have time to do that.
I need to take care of my family, but I have to do it because people need help and their voice is not heard.

my name is gavino fernandez with he will con sillio, a coalition of mexican-americans neighborhood associations.
I will be speaking to you today on behalf of lulac district 12 and I will be speaking to you as the new lulac district 12 director.
my colleague's term ended as of last month, so the lulac council honored me by electing me as the new lulac district director for district 12 here in Travis County.
we serve seven counties.
I do want to thank the Commissioners' court for the position, the unofficial position if you will of the opposition to house bill 990.
I'm speaking as a landowner of this area that will be most affected.
I do want to thank you for rising to the cry of us landowners in that area, which this bill would definitely be very detrimental, especially to our senior citizens, who many times run into the issues of having the tax burden given the gentrification and the land value increases in the central city.
and it is correct that it is a system -- a symptom of the planning of the city of Austin that has caused this financial burden on many of our landowners.
and house bill 990 to us is a very dangerous land grab proposition.
we are keeping a vigil on this bill once it goes to committee and we will be there to -- as landowners to oppose this bill once again.
and as you recall, governor rick perry veto this had bill last session.
also I'm here also to encourage citizens to support inford's sb 380 and paul workman's hb 1175, which is a bill that would call for the election of our city council by districts.
it is a state bill and it covers any city, any municipality with a population of over 500,000.
that the next city election would be conducted under single member districts.
we're also going to be having a very interesting meeting on Thursday, March the 17th, at southwest key, 6002 jane lane.
as we all know unfortunately aisd has not been able to deliver a quality education to our high school students in the johnston area.
while many of our students excel in the elementary and middle school levels, for some reason at the high school level they are no longer competitive.
and we want to -- we are communicating with aisd and looking at the proposition of leasing the johnston building to the east Austin college prep academy in order to provide our young people an alternative educational system.

anyway, welcome to Austin, Texas, both the live music capitol of the known universe and here in Travis County, which is the dead baby capital of the entire nation, state of Texas, thanks to the demonic death and enthusiasm made by here, the Travis County Commissioners' court.
let us all agree to stop forcing all taxpayers to facilitate and pay for other people here to have abortions.
scare and confused texan females from all over are flocking to Austin to murder their offspring!
how could anyone really be in favor of this?
let's all demand an end to this taxation without representation, flagrantly abused here to facilitate the abortion.

the facebook revolution has erupt odd the gaza strip with peace activists and citizen of all stripes in the streets demanding to dissolve the self-geeing delusion of division which is exacerbated by the israeli militants.
this story will be conveniently omitd from our very own so-called news media here in the united states of israel.
oops.
the headline should shout palestinians unite for peace or no more war, no more status quo.
but the palestinian citizens a years ago chose hamas leadership and ever since have been continually punished and undermined by israeli and u.s.
war enthusiasts for the election results.
face it people, our mighty nation, the so-called defender of democracies, dutifully surrendered to the big board sports on thes and war pigs by hijacking legitimate political election results there by quuting off any progress in the so-called peace process.
it's total hog wash because it's really a continual war process.
another example of how the stranglehold that our news media has to alter news events.
get it?
when all pundits are in lock step forced to use hog wash weasel words like the peace process, they have sold out.
they sold their soul out by keeping the otherwise distracked people in a continual fog of confusion, our best interests are often compromised if not hijacked entirely.

I have great news today.
I had students and I found the student a genius of american political science and also democracy, education and homeland security together.
I found one of my students is a genius of american political science, democracy, education, homeland security together.
she was a student -- she was one of my students when I taught american government and democracy at Austin community college, 2006.
she wrote this paper for her final paper, and she took my class.
title, education in the homeland.
she wrote: the homeland is not just the physical boundaries of america geographically.
it is also the political process and freedom associated with constitution.
in other words, democracy itself one way to ensure america stays safe is education.
education is essential to american homeland security.
on this there is a renewal -- this is a renewed emphasis on education in america.
homeland security, democracy itself will suffer.
she wrote this 2006 for her final paper of my class.
she wrote, my student, five years ago, what we do right now.
what happened to me, professor kim, Austin community college fired me.
fired me!
what is the reason?
based on fraud.
based on fraud.
and what did they do.
they lied to me, to the government, Texas government, assistant attorney general, everyone, even they lied to my honorable judge samuel thomas Biscoe.
