>> 24 is to consider and take appropriate action regarding hb 990.
a, review policy regarding requirement of super majority to take action on any legislation, or b, waive policy as to hb 990 to allow formal opposition.
a, when you look at the language looks like it does cover support and/or opposition.
and since the actions by court members have already been taken consistent with what action we took last week, in my view we should not act on this item further.

>> what does that actually mean, judge?

>> it actually means rather than spending time on this, we consider our job last week done.

>> let me just say this.

>> okay.

>> I'd like to move that we support item b which is a waiver of the policy as it exists.
let me say this also.
when the policy was established, unfortunately,not here and present in the Commissioners court meeting when in policy was the super majority policy was enacted.
so I had no say in the policy itself.
again, I think we heard some elaborate testimony.
from the residents that suggested, and we did vote on it and of course the vote that we had taken was the majority vote from the Commissioners court, and that information can go forward to the legislature.
you know, under the guise of providing--

>> Commissioner, you have stated your motion.

>> I have the right to discuss what I'm saying.

>> if you want to make a motion, make one.
if there is a seg--second, we'll discuss it.
that is procedurally how we go.

>> no, I'm making comments.
I'd like to make these comments and we'll leave it as is.
before the motion is made.
I'd like to just say that under the guise of providing property tax relief for long, long, long homeowners in east Austin, who are predominantly black, this bill appears to facilitate the land grabbing by the community development corporation, which, and I say it appears, legislation appears.
I want to be sure that is understood.
along with that, this particular development corporation has been used as an instrument to carry out gentry fication in east Austin today.
nothing has really changed.
I want to be sure that is understood exactly what is going on.
of course, if that is the will of the court, that is the will of the court.
but I would like the residents of the this particular area to understand and know that Commissioner Davis is still going on record oi posing this.
of course, the Commissioners court did by 3-0 vote according to the minutes of this record.
in my opinion, the will of the court, I think, is what really should suffice.
I would like the make the motion and of course this area is predominantly--

>> I will recognize you for a motion, exister Davis--Commissioner Davis.
is there one?

>> yes.
judge, I move approval of b of this item which actually will waive the policy on this hb 990 that it goes forward.

>> is there a second?
is there a second to Commissioner Davis's motion?
the motion dies for lack of a second.
