consider and take appropriate action on request to issue a call for recommendations on naming the new precinct one justice of peace/constable office building at 4717 heflin lane.
good morning.

I was running over here as fast as I can.

the management recommends the issuance of a recommendation, according to section 1.022, issued a notice for recommendation for naming the Travis County facility at precinct 1 office billing located at 4717 heflin lane.
we need to start the process now because the building is about to be complete by the end of March and according to the procedures, the time for Travis County facilities to be named by a Commissioner will issue a court recommendation, provide notice as to the opportunity and schedule, matter for public discussion and consideration by the Commissioner court and we would like to ask that all of the nomination -- the nomination deadline would be on February 21 which would give us a month to collect nominations and also have it on the court for March 1st for the court to present all of the nominations to the court.
according to the procedure, the court, after the public hearing, which will be on March 1st, the Commissioner would supplement for the recommendation for Travis County historical commission for any other group designated by the Commissioner court in common and then the Commissioner court would decide the time and duration, one week, two weeks, until we get back the comment from the -- from the Travis County historical commission and other groups submitted by the Commissioner court and then the court will make the final decision on that.
so this is a process that will take like two months and would like to start it now if we can.
and just to say one more thing is according to the policy and the procedures, the recommendation is to name the facility after an individual the following criteria must be met.
this is in section 1.020, section b3.
the individual must have a significant contribution to Travis County and the private citizen an or group making recommendation must provide a written biographical sketch of the individual whether living or ordeceased when making the recommendation to the court.
and I believe judge evan is here and judge evan made recommendation for -- right now not talking about the recommendation.
we are talking more about the issue called for recommendation, but judge evan, he put a request for naming the building after judge -- judge richard, would you like to talk about that.

>> while, judge evans is on the way up consider in the past we have referred the matter to the Travis County historical commission.
this says that we can do it to -- we confer it to any other group designated by the counselor's court.
have we -- to the Commissioner's court, have we ever designated any other group with regard to the historical commission?

>> I am not quite sure, judge, but I believe either/or but I am not sure.
that was the first time we have taken through this process.
it was my previous -- my previous corporation used to take that.

I want to add that it's not my recommendation.
the recommendation is joined by all of the current and former jp's in Travis County that are still living here and still alive, one exception who didn't return my phone calls, but everybody else has agreed to it and most of them signed a letter that we submitted to the court.

>> roger, let me ask you a question on this, because I want to make sure everyone understands before deciding on posting it.
and I know we are really coming to closure on the building and of course will be -- there will be a ribbon cutting ceremony held in that particular regard, but it -- within the process itself, since we are moving to that end of the ribbon cutting and opening of the building, there is a portion in here that you have mentioned about the deadline for a person who would like to submit names for this particular new construction.
how would they -- would that come to the Commissioners as individual Commissioners?
would they go to the judge's office and he collect the names?
who would actually be the receipt of the game by February 21st?
would that come to individual Commissioner's office?
or people call in?
according to the policy, 1.020, the nomination will go directly to Commissioner court and if you agree, I will receive a new designated -- I will receive all of those nominations and I will bring it to the court.
according to policy it is Commissioner court.

>> perhaps we should treatly procedurally like we are treating applicants for the various boards and designate a staff member to receive all --

>> I think that would be appropriate.
otherwise it would make it scattered.
if that is the case, I would like to make include in support of this motion, on this motion, that we include and designate roger as the person that would receive the names of the person that would become nominees for this particular new precinct 1jp slash constable one office building and roger, I guess, if the court decides to do that, to vote in favor of what I am making a motion on, this particular process, I guess at that time you would be willing to give some contact number how they would actually be able to get in touch with you if they have a name they would like to supply to the court to actually name this facility?
so I would like to move approval for item 30 in this particular regard, with those particular modifications.

in addition to invoking the policy, the recommendation is that -- what are those dates again?

>> the date is February 21st, is the deadline for -- February 21st, 2011 is the deadline for supplementing the recommendation for naming the facility and March 1st which is Tuesdayly come to the court with all of the recommendation for discussion in front of the court and at that time it will be a public hearing per se.
it would be an item public hearing.
at that time you will take it to -- designate it to the Texas commission -- the Commissioner or some other body.

that's included in the motion?

>> yes, it is, judge.
the whole process is.

>> based on the procedure we have adopted it looks like we have the public hearing first.

>> right.

>> and then we refer the matter to the historical collision?

>> exactly.

>> I guess we give them a requested deadline when we do that.

>> yes.

the motion is also to designate facilities as a department to which requests should be submitted.
if there is an individual, there is a request for a biographical sketch of some sort -- yes, a written biographical sketch of the individual.
so -- we have reviewed this several times before it it works pretty well.
we adopted this in 1996.
