>> and then the 235,000-dollar reduction that could potentially affect our community, where those -- should the budget be reduced.

>> so my question was, by the way, should the whitehouse -- we mean the president.

>> so should we send it to the appropriate special agency, -- the federal agency, which I guess would be would be hud.

>> and if we do that should we send it to the congressional representatives from this area?

>> we are happy to copy any persons that the court would like to copy on this letter.
I do believe at this point we haven't been notified that hud -- the h.u.d.
staff recommended the cut, it was merely a discussion from the president's budget.

>> the way the process works, at some point they would all be involved?

>> yes, absolutely.

>> I had a question that I don't expect you to be abletance right off the bat but I think it would be instructive for us to know.
we are getting a significant amount of federal money into our health and human services program.
we get some state moneys that passed through that actually originates as federal money.

>> that's correct.

>> and we also get some state funds that are not federally originated that go into our silva and criminal world with regard to indegent defense and that kind of stuff.
I am certainly going to vote in favor of this.
this is certainly something that we need to make the whitehouse aware of as well as administration in our delegation at the federal level of how this are will impact us.
my only concern with it which is the concern not to do with this is we are are 43rd in state and local taxes per capita in Texas for 2008 and 50th in state funding on the money.
so are we just relying on federal assistance in health and human services because the state doesn't pay for anything in health and human services and is going to be paying for even less?

>> I would say that there is a tremendous federal pass through money in terms of federal resource money that will impact the medium of our state.
