>> and number 20 is to consider and take appropriate action on the appointment of two Travis County staff representatives to serve on the technical advisory committee of the lone star rail district, one representative will be from the planning and budget office and the other will be from transportation and natural resources.
the technical advisory committee is not really the board itself, and if we follow through on those departments being represented, it would be mr. Rhoades and mr. Manila.
but they would be able to designate any of their staff they see appropriate.

the reason I asked this to be pulled because there are some things I wanted to really get clear as far as the charge that's being brought.
and I wanted mr. Rhoades and also mr. Manila, steve, to hear exactly what I知 saying because of the fact I致e had discussion with some of the lone star folks, the district itself, and, of course, it was told to me, laid out to me at that time, looking at the rail, especially the one coming from georgetown going down to san antonio, we're talking about three different counties.
and also the -- this particular rail, right now is being -- utilized afternoon my concern where are they going if they are going to another part of the county.
where are they going to go to serve their commitment to hauling freight.
it was told to me at this time it would go somewhere east of -- probably east of bastrop county.
of course, there is another rail that exists that is coming in through bastrop county, Travis County and points south that's used by different persons.
basically referring to the rail that really runs through from elgin and points west -- east, rather, and through elgin, through manor, and then through the area of -- along the -- the

>> [indiscernible] neighborhood and points south, barbara jordan school and that particular rail.
now, if union pacific is only end up using that rail if they vacate this particular area as far as what's being looked at the lone star district, rail district, then where are they going?
so I need to find that out.
I also need to find out if the rail district is proposing to make a proposal to fund this particular initiative, then of course my concern is there is a shortfall in the funds of the day to day operations in the future, then who will come up with the shortfall for the deficit that may be incurred by such shortfall in funding.
so it's a lot of kind of questions that I知 kind of laying out there and I really haven't gotten any answers to some of these questions.
so if these particular two persons representing the county are going to serve as technical advisory on the particular board, I just feel that those particular sentments -- because right now I致e gotten a -- on those questions I asked.

>> no, what I知 asking for is for them to hear what I知 saying as far as if they are going to serve in this capacity, I really want to make sure those particular sentments are echoed.

>> if you accept this assignment, you see what's ahead of you.
if you don't accept it, we've got some problems.

>> but there are some issues that -- there are some issues that we need to address.
and I guess this group has been meeting.

>> no, I checked on it.
this is a new organization.
I sit on the lone star rail district board, and this is a new organization.
they put in request last fall for us to designate members to be a part of it.
and they had anticipated when they sent that notice out that they would have a meeting in November, but as of the first of last week they have not had a meeting yet.
so it's a new board and I think it's timely and I think out of that you'll find the answer to your questions.

>> but Commissioner Huber moves those two appointments.
