12 is consider and take appropriate action on items related to the substantial amendments for program years 2007 through 2009 for the community development block grant provided by h.u.d.
a, review comments received during the public comment period, and b, approve recommended substantial amends.
we've discussed this item two or three times before.

we had a public hearing here at Commissioners court and a public comment period that was previously approved by the court, and we essentially had three comments that staff has included in the document.
one comment which we received here at Commissioners court was ruled out of order by the judge; therefore, we're not required to include it or respond to it.
but we did respond to three our comments that were described in your backup.
so staff's recommendation today would be that you approve these substantial amendments so that we can pass them on to h.u.d.
