Number 4, consider and take appropriate action on revised recommendations on the use of existing certificates of obligation balances.

>> good morning.

>> good morning.

>> good morning.

>> jessica rio, planning and budget.
as you may recall, during the budget process we came to you as we do every year and made some recommendations regarding the use of existing c.o.'s.
most years these recommendations hold, however, once we review the actual balances because the recommendations are based obviously on projected balances, there's been one or two occasion we had to make revised and I believe the last time was for the '05 budget process.
I will not go through the entire memo unless you ask me to.
I'd be happy to answer questions.
the resides recommendations are provided in the memo.
I've included the revised charts that include the actual numbers.
these are all for approved projects that the Commissioners court has already approved during the budget process.
it's just basically housekeeping.
and I will say that when the motion is made, if it pleases the court, if you would approve also the related execution of the budget adjustments that will go along with these recommendations.
happy to answer any questions.

>> so is the bottom line that we have an additional $3.4 million?

>> no, sir, the bottom line is that the original recommendations reduce the projected f.y.
11 c.o.
by 4,100,000 approximately.
when we went back and looked at the actual balances after year end that reduction is only going to be 3.4 million.
the c.o.
is actually going to increase.
the f.y.
11 c.o.
which we will be discussing in a few weeks is going to increase.

>> it will increase by 3.4?

>> no, sir, the difference of the 3.4 and 4.1 so approximately 700,000.
if you look at the last paragraph of the memo from p.b.o., it tells you that the f.y.
11 proposed -- excused proposed f.y.
11 c.o.
was 21 approximately, this reduced it to 22 or 23 million and reminds the court they also recently approved an increase to the f.y.
11 c.o.
by another 22.5 million, however the discussion will occur in mid-january with the court.
that's not what we're asking you to approve today.
really today is the housekeeping of the use of existing c.o.
balances.

>> but have we -- these re visions basically mean we have to add about $700,000 --

>> approximately.

>> -- to the anticipated c.o.

>> yes, sir, in January.

>> questions?
comments?
move approval.

>> second.

>> also move approval of the necessary budget adjustments to finalize these recommendations.

>> I appreciate it.

>> discussion?
all in favor?
that passes by unanimous vote.
thank you.

>> thank you.

>> by the way, congratulations, miss rio.
