>> a very tardy next time this morning, he is here now, though, 25 is consider and take appropriate action on legislature matters including a, additions to the priorities, policy, positions and positions on other proposals, sections of the Travis County legislature agenda and, b, adoption of a revised set of policies and procedures for the 82 Texas legislature.

>> good morning judge and Commissioners, I apologize for missing first call on this and appreciate the court's indulgence in giving me second call on it.
we have two items for the court this morning, one is changes to our policy legislative agenda document that the court has adopted, basically there is one item that the court actually already talked about moving to the priorities list.
that's the burn ban bill and then there were two additional policy positions that we wanted the court to adopt.
there is back-up materials on each of them and we have people here to answer questions if anybody has any questions and the third piece of that is over the last two weeks the court has adopted four different resolutions pertaining to recycling and payday lending and we wanted to add those to the legislature agenda as part of our position on other policies.
so that is really part a of the court's agenda item with respect to the legislature agenda and really conforms the legislature agenda with some of the discussion it is court has had the past couple of weeks an add two more items to the policy positions and am happy to take questions about that.

>> yes, a and b.

>> any discussion on a motion?
I guess on the clarify -- clarify the authority of the county judge.

>> yes, sir.

>> what we want to clarify it in such -- we want to clarify it in such a way that we leave ourselves with the ability to lift the burn ban whether circumstances change and whether it would be appropriate to do so, correct?

>> correct.
the court may approve a burn ban on Tuesday and then Wednesday there is a rainfall that changes the drought index sufficiently so that the burn ban is no longer necessary.
in would give the court the opportunity to designate somebody.
it could be the county judge.
it could be somebody else who would be able to lift the burn ban on behalf of the court.

>> okay.

>> judge, if I can just add one other thing, the census numbers have some out this morning, and released while the court was in executive session.
the big headline is that Texas will get four new congressional seats in the reapportionment process.
we were pretty sure Texas was going to get three but it turned out to be population wise and element percentage-wise the fastest growing state in the country, so we will have four new congressional seats and the kind level data which is important in legislative seats and the court's own re-directing won't be available until March.
