>> good morning, judge, Commissioners.
gus pena, proud east Austinite.
homelessness, the city council last week had multiple items in the agenda regarding housing the homeless, purchasing different units to refurbish, to try to house the homeless for affordable housing as it was styled.
well, and you've heard this from me for many years, judge, especially and Commissioner Davis, you all have the ones that have been here the longest, but how to get the homeless off the streets into transitional housing that requires you to have an income.
I spoke to the mayor, I spoke to speaker of the house joe straws.
I am a democrat, but we have to work with everybody in order to get things resolved for people in Austin, Travis County, state of Texas.
how can we get people off the streets if you don't give them an opportunity to live in a place temporarily without hag to pay rent.
they require income like pension, ssi, disability, in order for you to qualify.
out of 120 units they are refurbishing, 20 will be set aside for homeless people without income.
how can you get homeless people off the streets if you do this?
we have to change our way in approaching how to cut down the homeless rate.
it's just not acceptable.
I sat in being task force with mayor lee cooksey and the last one I sat on or was a part of was part of bruce todd's vision.
vision-administration.
we're spinning our wheels.
the issue is we can cut down on the homelessness issue, we'll cut down on a lot of funding we have to spend for Austin-Travis County.
I’ll leave it at that.
we need affordable child care for even teen moms. We are having an increase of teenaged pregnancy.
it's hurting our students.
ptsd, jobs counseling, addiction, alcohol, drugs, et cetera, veterans coming back from iraq and afghanistan.
thank god is finally getting the nationwide exposure to help our veterans.
show support and appreciation for veterans who suffered and mentors for students.
our students are taking final exams. Lucy is one of them.
a lot of students are having problems with math and english.
you are required three years of algebra, ladies and gentlemen, I don't do good in algebra, but please volunteer any time you can to help our students so they can graduate on time.
the last thing, we're going to -- we celebrate christmas for the birth of baby jesus.
whatever anybody else celebrates is fine.
but please remember what it's all for.
and I will leave you with this, a society's worth is measured by its treatment of the less fortunate.
help somebody sponsor a family, sponsor kids.
I want to thank you for the hard work you do because you all do rival the city council --

>> [buzzer sounding] and I said that last week.
thank you very much.
have a good day.

>> thank you.
mr. Reeferseed is next.

>> thank you, sir.
ronnie reeferseed, singing hello, hello, chairman powell.
yes, ob-gyn dr. Ron paul finally has earned his role as chairman of the congressional subcommittee that overseas the so-called federal reserve to help save our world, yes.
ob-gyn dr. Paul will deliver the transparency need to do finally audit the fed, that cartel of banksters who have strangled our economy for by golly 100 years so as to greedly choke our money supply to advance their own selfish designs.
the federal reserve is not a federal or a reserve, it's only a canniballistic -- with exposure to the light of day from dr. Paul's upcoming audit of the fed, we will soon demand the fed's demise as destroyers of the economy.
the end of the fed means the beginning of our nation once again earning our leaper sheriff's department on the world stage without bullets or bombs.
the power of the u.s.
constitution will lead the way back to sound commodity based currency dissolving the dissolution of fiat.
thus we have a chance to win once again, we will all win with a sound economy based on sound commodity based currency and that's why gold and silver value has risen by more than 400% recently.
with no end in sight.
rejoice.
meanwhile, global warming, last night had forced the snow wimps in minnesota to move the vikings to detroit for football as well as record breaking temperatures from europe to the midwest to the u.s.
hmm, the hog wash exposed to -- is -- is -- last year through the climate-gate event is finally beginning to dawn on those stubborn policy makers who because we all know the truth now.
rejoice that reality has hit the fan finally and the so-called criminality of -- by the way, the so-called criminality of wikileaks founder julian assange consensual sex will resolve because not wearing a condom is not a crime anywhere.
it's all about choice, right, ladies?

what did they do their inauguration mistakes?
the next day they corrected it on the first day.
and I reported -- so american government must be perfect so they corrected it.
they made mistakes in front of multi million people, but the next day with -- and four reporters and one photographer they corrected it.
but I reported Austin community college wrongdoings, violations, intentional discrimination against me, college professor, dr. Of philosophy.
they fired me, they lied to the government four years, 2006, 7, 8 and 9 until theth time.
the attorney general's office applied to me.

>> yes, sir.
the county attorney and I were waiting on you.

>> I didn't receive any notice that say 2:00.

>> you went by my office last Tuesday after Commissioners court and got the appointment, plus my secretary talked with you by phone.

>> I was waiting for a call.
I left my message.

>> okay.
thank you.
mr. Perkins.

>> hi, judge and Commissioners.
rick perkins, I live in southwest Travis County.
I’ve been participating in the imagine Austin process as well as several campo meetings and you know I’ve attended these for several years as well as you guys.
and I just have sort of noticed, I’ve come to realize seems like there's not much citizen input on not the arterial roadways but the more detailed roads around the county.
I know at times we've talked about having maybe a better process for roadways in the counties.
and, you know, transportation plan I think ms. Huber has mentioned before about this.
but -- so it comes to mind that the imagine Austin program is sort of operating in a vacuum in coming up with all these ideas about where our future roadways are going to be in the counties.
maybe somebody is telling them what to do, I don't know, but possibly it would be a good idea to have a citizens task force or some citizens input not just from Travis County but all the counties that participate in the campo program and then we can tell you guys where the little roads need to connect.
it was just kind of an idea I had that coming from houston, I was born and raised in houston, it was always amazing to me how they could plan 20 to 30 years in advance where all the small roadways were going to connect.
and I just see that missing in our area.
we don't really know how to connect roadways until after the fact.
so one of the benefits for the counties, it would be that it would alert the counties to perceived roadway -- where perceived roadway connections are needed by the citizens and the taxpayers in the specific areas of concern.
and you know I’m talking about my side of town, of course, like nutty brown road, that poor little road over there, it's in hays, but it just kind of sits out there and it's overserving its purpose right now.
I guess it's a failed roadway.
but anyway, I would be happy to serve on the committee if you wanted to form one of those or if you just want to think about it.
that's the only reason I’m here.
just want to say I support you guys in county planning of roadways, somewhere in between the campo and the city because I know there's a big gap there.
thank you.

>> thank you.

>> thank you.
does anybody have sign-in slip number 4?
okay.
those are the ones who signed in to speak under citizens communication.
