seven is to consider and take appropriate action on the transportation department's road and bridge fiscal year 2010-2011 work plan.
morning.

>> good morning, don.

>> this is typically our only work plan that we do after the budget is approved.
the annual work plan is prepared based on mainly our payment management system which did he pictures the type of roads, the type of treatments, where we are to teep ceep our mandate of 75% good to fair.
it also lists the other programs that we're currently underway with.
the staffing levels, that sort of thing.
and I think each of y'all have several copies of this in a draft form that you had an opportunity to review and what we're doing is just asking for approval to move forward with this.
we do actually start this work plan in October, so we're underway with it.
here it is for you.

>> don, one thing I did notice, what are we going to do to prepare ourselves for the escalating costs as far as the material is concerned?
for example, asphalt.
it's steadily going up, so if the prices go up, that means that it may be a decrease in the length of the road that we can actually do work on.

>> you're actually correct.

>> so what are we doing to prepare ourselves in the future to maybe get the same bang for the buck?
what alternatives are we looking at to see if we can get the same bang for the buck with the increased cost as far as basic asphalt and stuff like that?

>> the first thing that we do is when we prepare our budget we do have a little bit of a buffer in our material cost.
we have our actual cost in the contract, but we put a little bit of a contingency in there anticipating escalation of the prices.
unfortunately a couple of years ago it went so high so fast we weren't able to keep up with it and it did require us to decrease the mileage.
the second thing we do is we're always trying to find new, more economical ways to keep our roads in this kind of condition.
a few years ago we started a rejuvenile nation plan that allowed us to treat our good roads at a point where they wouldn't deteriorate as quickly.
the rejuvenile nation product that we apply is very economical and it allows us to postpone any sort of major maintenance for those roadways for anywhere from five to 10 years.
we also try and go through -- this year we're trying another program that is probably in the residential areas.
we do a fine graded surface treatment.
it's with a number six aggregate.
it's very small aggregate and it will allow us to go through the residential neighborhoods where we historically the last five to six years have not been doing a surface treatment, so it's a trial program.
the city of Austin has done it, had very good success with it.
we're going to try a few streets like that and see how the residents like this.
there's always opportunities for us to try different things.
and we're consistently doing that to keep us to work within our budget and guidelines and try and keep the roads to the quality that the residents want them.
