Citizens communication is next.
thank you, ms. Moffett.

>> thank you all.

>> the item gives residents an opportunity to address the court on any matter not on the agenda.
please come forth john k.
kim, gus pena, ted stewart.

>> thank you, honorable judge Sam Biscoe and all honorable Commissioners Karen Huber and sarah Eckhardt and Ron Davis.
I really appreciate all of you.
I already told you you are greatest court.
and I ask you to put my case in the agenda for eight weeks since October 19 and provided all the documentation and explained, and today I provided law.
this court has a jurisdiction.
jurisdiction is you should have authority to decide my case.
I provide all the evidence.
my case was wrong by Travis County government and Austin community college and court of appeals, even Texas supreme court right now.
everybody said in the newspaper all the people are saying Texas judicial system was broken.
I told the reporters for the government to fix it.
2006 right here.
even united supreme court justice didn't know what

>> [indiscernible].
and the city did not know.
how do you decide it?
by voting.
that is jurisdiction.
court denied, court of appeals have denied, this court denied then where do I go?
do we want me to go to soviet union or where?
would you please can I see you, honorable judge Biscoe, in your office when convenient and my honorable precinct Commissioner sarah Eckhardt, can I see you in the office about this case?

>> we can't respond directly during citizens communication, dr. Kim.

>> I値l visit you with in my office and schedule an appointment.

>> I really appreciate.

>> a full hour.

>> and I have visited with you in my office and provided you the response that we don't have jurisdiction over labor disputes.

>> this not labor dispute though.
violation of Texas constitution, violation of united states constitution, violation of county court rules.
I have provided here, this Texas -- do you want me to read it?
I provided documentation with these papers here.
provided

>> [indiscernible].
if there were no time, find the time.
even may 14, 2010, Austin community college did not respond.
and also Travis County attorneys did not respond at all.

>> [buzzer sounding] they have to.
if they don't respond, they should get -- receive

>> [indiscernible].

>> that's a private civil matter.
it's a private civil legal dispute.

>> it's not private.
it's a public.
political decision.
government decision.
decided by Travis County government.
and the Austin community college.
and the court of appeals and the supreme court of Texas.
it's not private issue.
no.

>> we are not a court of law.

>> this is not a court of law?
oh.

>> no.

>> this is a court.

>> right, but we are not a court of law.
we don't adjudicate cases.

>> I値l try to have a county attorney there for 15 minutes of our one hour.
you don't have to call me, I値l call you today.

>> thank you very much.
I really appreciate you.

>> you're welcome.
mr. Pena is next followed by mr. Stewart.

>> good morning, judge, Commissioners, gus pena again.
mr. Kim, judge, when he says he's going to meet you, he's going to meet you.
the word recession since the 1930s has been stated by ben bernanke and I respect this man.
I wish I could meet him personally because what I heard Saturday

>> [inaudible] concerns me for our country.
world war ii, pearl harbor, 67 years ago, December 7, 1941, eight days that will forever live in infamy was stated by the president at that time.
we tend to forget about our military veterans from world war ii whatever are left, remember the sacrifices, world war ii sacrifices and any kind of conflict.
remember our veterans who served our country.
thank them and show your appreciation for their service.
we went through a lot of h-e-l-l but we did it because we wanted to serve our country.
Austin is best in united states recovery from recession woes.
go to east Austin, west Austin, south Austin, ask the people is this recession over for you?
we have businesses closing in east Austin, small businesses.
how can it be best for our citizens and residents.
people are unemployed, 6.9% is not the true reflection of unemployed people in Austin-Travis County.
people are just giving up.
giving up.
ask the poor, the have nots and homeless if the economy is improving.
balancing the state budget.
billions, $3.5 billion are being allocated that were supposed to be allocated to roads, infrastructure, repair basic needs are going to be allocated to balance the state budget and sarah, you've been there, you know what I知 talking about.
I talked to senator watson and this is not appropriate funding that will go to dropout, truancy, pregnancy, education, it's going to be allocated to balance the darn budget.
we cannot let this call and I spoke to the speaker of the house, I met him and he wants to meet again, but I tell you what, I知 a democrat, but we need some leadership over there because it's not happening.
hurting the poor people and taking money from health and human services is not appropriate.
I知 going to leave because I have to go.
kiss your children.
hug your children.
tell them that you love them because you might not have them tomorrow.
a society's worth is measured by its treatment of the less fortunate.
we need more mentors and toot tutors for our kids.
anyway, thank you very much for your advocacy and thank you Commissioner Davis for 82 comments and judge Biscoe thank you for meeting with dr. Kim because he's imafen his word.
thank you very much.
have a good day.

>> thank you, mr. Pena.

>> good morning, judge and Commissioners.
again, I知 ted stewart, live at 26800 hamilton pool road.
I want to thank you for giving me this opportunity to address the court this morning.
I also want to thank you for the followup actions which you have taken since your October 19th decision to place a discriminatory hardship on my family and a large group of southwest Travis County landowners and friends which I知 representing here today.
at that October meeting, Commissioners Huber, Eckhardt and judge Biscoe voted to place a moratorium of any property not serviced by a surface waterline and which would provide ground water wells to provide water.
this is the second one-year moratorium placed on these same landowners in the last five years.
the need for this drastic action was described by Commissioner Eckhardt and I quote, an interim rule designed to protect us and everybody else and their property rights.
at that hearing everybody else was only those landowners in southwest Travis County and/or the developers who had already subdivided or -- preliminary plats for the moratorium.
at the November 23 meeting Commissioner Davis was astute in asserting the conservation of ground water was not an issue, is not an issue exclusive to southwest Travis County.
and wisely the court agreed and moved to expand the study, stakeholder participation to include all of Travis County.
now Commissioner Gomez, Commissioner Davis and Commissioner Eckhardt will also be allowed to protect everybody in their precincts with the perils of ground water abuse.
neither Commissioner Gomez or Commissioner Davis was at the October 18 meeting so neither of you were able to vote on the one-year moratorium for southwest Travis County.
Commissioner Eckhardt's precinct was not included at that time either so she was not able to protect her constituency from this potential danger.
if as Commissioner Eckhardt stated this is really about protecting everybody, then let's do just that.
I want to ask all three of you now -- ask all three of you now that your precincts are included in the stakeholder committee and study area, if you will be willing to expand the moratorium without prejudice over your precincts and thus the entire county for one year or until tceq and soa decide the fate of the Travis County hill country ground water control district which is in process and stated the reason we needed this moratorium until we have a ground water control district to service that area.
my comments are if you don't have the courage or the inclination to vote this moratorium to constituents in your precincts, then I respectfully ask that you --

>> [buzzer sounding] -- consider rescinding the discriminatory actions taken by two commissions in your absence.
the landowners are prepared to commit the time, effort and resources required to achieve an equitiable solution to the protection of our sacred hill country and the water resources that make it so valuable.
we look forward to working with Travis County in a nonhostile environment without the insult of a Moored to morato achieve the ground water protection.
thank you for your time.

>> mr. Avena is next followed by ronnie reeferseed and olie pope.

>> anyone who sees black -- or latinos selling clothes or food stamps, why are these guys so poor?
I致e seen the young growing up bright, strong and intelligent unable to find out what they have gathered

>> [indiscernible].
then I see a cop hiding down the street.
then I see judges leaving their court rooms talking to insurance lawyers.
oh.
because race and discrimination always comes from you in government.
you lie and deceive in your benefit.
we opinion issue our children if they lie.
you get trained to it.
but the boogie man in the barrios are

>> [indiscernible] they have access to you all the way to the governor's office and even the richest in Austin.
what I知 here to tell you to about my son, he been trying to fend off charges of murder and robbery for months.
on the 29th of November he claimed judge flowers had cut off his defense and allowed prosecution to fit a charge with a crime.
on that day judge flowers denied his petition to withdraw his guilty plea and ordered deputies to fingerprint him.
he refuses to sign, dropped to the ground face first by five deputies, his arms around his back with fingers being pressed on a piece of paper but he don't know what he signed.
so you wonder about the blacks and chicanos in prison.
forget my son.
do judges extract confessions by forcing the u.s.?
wasn't that guilty by torture?
I had to ask him three times.
he said that really happened.
you know that mr. Cliff brown, flowers replacement is getting advice from at least one rabbi.
I can prove it.
why do we see rabbis in education?
the courtrooms, the governor's office.
when I leave, young people are getting into gangs because of your policies.
pressing them harder.
blacks become a high risk for human rights advocates.
I haven't made all this up, mr. Biscoe.
it shouldn't be your answer this time.
removing these criminal elements should cut crime in our barrios by half and the county will benefit.
for an example, you can review the johnston high southwest key affair because one is gone, the other is taking millions from taxes

>> [indiscernible].
thank you.

>> thank you.
mr. Reeferseed.

>> thank you, sir.
ronnie reeferseed.
singing, I read the news today, oh, boy, about a lucky man who made the grade.
kids pay attention to the words, ideas and wisdom of my other big hero, winston boogie, ak john lennon.
the truth is coming out.
phil strongman in a new book lifetime and assassinations shows the hog washed laden theory holds no water.
for example, chapman was no disgruntled fan, never was a john lennon aficionado, never owned a single lp or book by john lennon, not a celebrity stalker looking for fame because he pled guilty to avoid a trial and we haven't heard a people from him for 30 years now.
instead after shooting general lennon, chapman waited calmly like a zombie for the cops.
chapman had mysteriously visited beirut, lebanon, and one of their assassination training camps.
chapman had probably been recruited in hawaii where he lived for years, also a long-time c.i.a.
assassination training camp when the question who funded his worldwide trip in 1975, this penniless young man visited japan, korea, vietnam and china.
money was never a problem for chapman and never explained where it came from.
somewhere along the line his mind was infiltrated point to go c.e.o.'s long experience with using mind control and drugs to program their zombies to eliminate troublemakers like john lennon, et cetera.
chapman as if on cue read his copy of catcher in the rye, perhaps part of chapman's hypnotic program to kill lennon.
it's part of a such plan.
remember the manchurin candidate?
how come all the bullets that entered lennon's body were on the left side of his body and chapman was on the right side.
evidence of a second gunman.
the quote investigation was absolutely useless.
no drug tests.
no questioning of chapman about his zombie-like behavior.
and who wanted to kill john lennon?
the long time peace activists and big goof.
remember the assassination took place in that shadowy time after the election of ronald reagan before he took office.
many questions were raised that indicate to me the lone nut theory is only part of a much larger coverup.
to learn more, visit info wars --

>> [buzzer sounding]

>> -- the source of this article I read about the book.
our government is run by a bunch of sociopathic criminals.
stop the killing.

>> thank you.
mr. Pope.

>> is it my turn?

>> yes, sir.

>> good morning, judge and Commissioners.
I just want to give you a brief update real quickly about three issues.
one tomorrow, the mobility authority is going to convene again and have the issue on the agenda discussing and possible action related to the approval free or discounted toll road fees for disabled veterans pursuant to house bill 3139 enacted by the 81st legislation.
so we're going back on the agenda, then hopefully we'll try to get some type of resolution or at least a decision.
they tabled that issue at the last board meeting to do their own study.
so hopefully this was it.
you know, they will give us an answer.
the next step quite naturally as we know we're going to have to go to the txdot.
another step, sir.
thank you for your backing on that.
thank you the court for backing on it.
the second item is and I am very pleased to announce we are on schedule for the veterans and peace officers memorial.
I know you probably have gotten the invitation and this is the poster.
I guess if the media wanted to key on it, I will hold it up for a while.
hopefully the it will be put in place tomorrow.
we've done a lot of work out.
a lot of stuff has been happening behind the scenes.
I think we have really -- to death on details and making sure the names are correct and just, you know, just the process of doing it, you know.
she's really been very good and that's be remembered nmonuments.
hopefully Friday at 10:00 everything will go along smoothly and we will have a piece of memorabilla for the county that will express our feelings towards those individuals that gave their lives --

>> [one moment, please, for change in captioners]

>> also we received a communication from the governorgovernor's and the president's office regarding flying the county flag at half staff today.
and we are doing that.
our county judge ordered that yesterday.
and so just for the record.

>> was it Friday?

>> Friday.
pearl harbor, whatever the date was.
I thought it was today.

>> the flag flown at half staff, is it for today or Friday?

>> I thought it was for today.
pearl harbor?

>> yes.
okay.

>> it's Friday?
today.
you're trying to confuse the county judge.

>>

>> [inaudible - no mic].

>> thank you very much.
we'll see you on Friday.
those are the ones who have signed in to speak under citizens communication.
