Citizens communication is first.
and this item gives residents an opportunity to address the court on any matter not on the agenda for up to three minutes.
gus pena is first, followed by john kim, followed by morris priest, and followed by ronnie reeferseed.
mr. Pena.
>> good morning, judge, Commissioners, gus pena, proud east Austin native.
the corridor as you well know is under repair to improve road infrastructure, et cetera, to improve the seenly as it is.
it's a gateway to abia, Austin bergstrom international airport.
a couple of businesses have closed because of this repair, it's slow and go, it's not good for business and as I said, businesses are closing down as we speak.
residents and business owners are frustrate.
I spoke to the mayor and council about this also.
we're proposing a sit-down to talk to staff and residents and owners.
I wanted to let you all know because this is affecting the county also.
highway 290, 71 west, Karen, is your area.
brought a message from residents about that area.
traffic is at a bad gridlock at times.
you know and I know, we spoke about it at txdot, senator watson brought it up also.
and I was hoping that mayor and council would look at sin synchronizing the traffic lights.
I drive early in the morning and at 7:00 it's still gridlock.
lucy goes down and visits one of his rides to school.
something needs to be done about this.
homeless veterans and families have been consistently and constantly denied a h.u.d.
voucher.
this voucher is for a house, apartment or duplex because the veteran does not have an income.
yet the veterans are told you are not going to be homeless, we're going to help you out.
we're going to meet with officials in washington again.
when I go to washington, I don't pay it out of my pocket, it is sponsored by other people who care about us veterans.
anyway, the secretary of veterans affairs stated that by 2012 and/or 15 there will be no more homeless veterans or homeless veterans with families in the united states.
that's a big broad, bold statement which I’m going to agree to to believe because to me it's unreal.
as you know, sarah, you are at the legislature also, at the capitol, we stand to lose a lot of money in the health and human services issue for social services agencies, dropout prevention is supposed to take a big cut in funding.
we can't afford to lose these programs for our kids.
we are losing them as it is now through the cracks.
truancy dropout rate is high in Austin-Travis County as it is among the united states, but even worse in Travis County.
can't let that happen to our kids and our families.
funding for teachers, also scheduled to be cut, proposed to be cut.
can't let that happen.
mentors and tutors, again, I plead and I beg anybody that listens to me on television, we need mentors and tutors --

I wanted to talk a little about our transportation issues facing us.
I know campo and capital metro are meeting this week, next couple of weeks, and with our transportation issue with these toll roads and not utilizing our footprint of our transportation, we see cap metro doing the same thing with their increase in fares to seniors and those with disabilities.
we have this albatross so when it comes to our transportation issue, when it comes to cap metro, it's called the red line.
and people are suggesting new ideas and they are falling on deaf ears much as they have with elected officials in city of Austin and Travis County.
we're not properly utilizing the system we currently have.
we see problems in leadership not only on the our city and county level but with our chief, a.p.d.
we see that reported in the statesman.
adams words going from history we said he said jefferson lives.
that's because he didn't live in the info age and jefferson died just shortly before adams and there's a divisiveness between the two came to such a level they were competing to see who would outlive each other.
conservative is alive, living, growing, and this liberal politically correct agenda is dying and we see this now in our capitol.
people are considering a recall for city elected officials to coincide with this upcoming may election.
immigration and insurance, transportation and other ideas are gaining momentum.
the internet lies and rumors are the only thing the liberal agendas and those in the info war can deal with versus the real issues such as cap and trade and obama care.
but people are gaining information and they are utilizing it and they are doing things that are creative whether it's lawsuits or recalls or working at the capitol.
but it's a good thing to see that the agenda is alive, the conservative agenda, and it's good to see things are changing and it's good to see that we do have people now that will listen with this past election.
and I think that we'll see changes.
I notice that some of the things that we're dealing with here at our local level, we've not had a campo appointment since jeff mills was pointed and it was my understanding through this court that y'all were going to replace jeff mills, I think back in August was the suggested date.
it's been quite some time since he's been -- that process has been reviewed.
but would like this court to consider appointing people that reflect the community's views.
we've seen with this last bond election, there were 90,000 or so people that voted for the bond package that the city of Austin had, but there were 70,000 plus that didn't.
>> [buzzer sounding] I would like to see this court appoint people who show up but your two appointments didn't show up at the cap metro board, of course, you all appointed him via the joint powers agreement at the campo board.
but I would like y'all to take that matter up since you are the chair, judge, I would like to see if you couldn't get that on the agenda for campo to review their fare increase.
