18 is consider and take appropriate action on items related to the program year 2009 consolidated annual performance valuation report for the community development block grant provided by hud.
a, receive a summary of the annual performance report and b, approve the draft.
program year 2009 consolidated annual performance evaluation report to post for public comment.

>> good morning.
we are happy to provide a -- to provide you a summary today of what we accomplished from October 1st of 2009 through September 30th of 2010.
we are required to provide this annual report to hud 90 days after the end of our program year, so it's due December 30th.
and it also has to be available for public comment for 15 days, which upon your approval today will begin tomorrow and last until December 15th.
to give you a brief summary of what is contained in the report, in program year 2009 we were able to complete the apache shores project, which includes six roadways and related drainage in apache shores and approved to county standards.
the project was completed on August 26th.
of the $805,000 budgeted, $671,326 was expended.
and the savings for that project is being split between funding the construction -- part of the construction for lava lane and also funding -- it's going through a substantial amendment right now, but a proposed land acquisition for affordable housing.
additionally in relation to lava lane, it's a multilane project to improve a substandard road in precinct four.
phase one, which design, and phase two, acquisition of right-of-way, were completed this year.
of the 143,659 budgeted for phases 1 and 2, $112,560 were expended.
and the cost savings for this are all going to fund the construction of lava lane.
additionally in 2009164 people benefitted from the social services expansion project, which funds a social worker to provide services in precincts one and four.
that exceeded our annual goals.
the annual goal was 120, so we were very excited by the ability for the staff person to exceed the goals.
also, she outreached to 19 organizations to inform the community about the project.
and of the $74,300 budgeted, $69,898 were expended.
for planning administration, this funds essentially three -- two positions.
a planner and then also a senior engineer that helps with planning for the projects.
staff continued to complete grant administration and project development.
the py 08 annual report and the py '10 action plans were completed on time.
also staff were involved in homelessness and planning efforts and of the $156,082 budgeted, $106,000 was expended.

>> > we worked for acquisition through Austin habitat for humanity land for development of affordable housing.
a substantial amendment took place to reprogram half a million dollars of the project from infrastructure to land acquisition.
an alternate site was identified for the acquisition during the program year and at the end of the program year the project was 13 days away from closing.
so of the $945,518 budgeted, $18,000 was expended, with a large chunk of the money being expended 13 days later.
other accomplishments to note, we had a successful completion of a hud programmatic fiscal and procurement monitoring.
we were also able to maintain this year's -- this next year's funding levels due to prioritization of projects.
the program has been slow in spending in terms of foundation building and getting projects up and going.
and so we were able to -- because we prioritized apache shores and the land acquisition deal able to maintain our funding level and get our full grant award for this year.
also we achieved compliance within 30 days of the end of the program year, so we were at 1.22 ratio.
we have to be at 1.5.
so we surpassed our compliance.
we were very excited about that.

>> and I know the hud people are exactly as we.

>> yes, they are.
in terms of projects that are in the pipeline, we have the homeowner rehabilitation, the flex fund expansion and also the home rehabilitation, which we expect will all be implemented sometime this year.
in term of the public comment period, upon the Commissioners' court's approval of the draft, comments will be accepted beginning December 1st at eight a.m.
and ending December 15th.
a public hearing will be held next week here at Commissioners' court.

so with that we are requesting that the court approve the annual report, the draft of it so that we can post it for public comment.
