Now let's call back to order the voting session of the Travis County Commissioners court.
we did conduct an open court discussion of item number 20 this morning.
that's the matter involving the presentation from broaddus and associates regarding the community outreach effort on the master plan scenarios for the central extras needs assessment and master plan and indicated our indication to take this into executive session for further discussion under the consultation with attorney exception to the open meetings act.
posted for executive session are 28, consider and take appropriate action regarding purchase of open space land in precinct 1.
consultation with attorney and real property exceptions.
29, consider and take appropriate action regarding proposal for downtown office building by d2000, a turn-key development company.
consultation with attorney and real property exceptions.
30, consider to offer to sell to the county approximately 18.5 acres of land in northwest Travis County in connection with the balcones canyonlands conservation plan and take appropriate action.
real estate, real property exception to the open meetings act.
let's also announce 30 under the consultation with attorney just in case.
31, consider and take appropriate action regarding the following lease agreements at 700 lavaca.

consultation with attorney and real property exceptions to the open meetings act.
32, receive legal briefing, consider settlement offer and take appropriate action regarding claims by alicia perez in twccrd charge number 1 a 20200 and eeoc charge number 31 c-2010-00267 c.
consultation with attorney exception.
33, consider and take appropriate action regarding possible sale of county-owned land off fm 969 in east Austin.
consultation with attorney and real estate exceptions.
34, consider and take appropriate action on request for additional compensation as a result of additional duties and responsibilities for executive managers of the following functional areas: a, planning and budget, b, emergency services, c, health and human services and veterans services, d, transportation and natural resources, and e, criminal justice planning.
consultation with attorney and personnel matters exceptions.
and number 35, receive legal briefing and take appropriate action on appeal from June 18, 2010, Travis County grievance panel decision in sergio flores versus precinct 3 constable richard mccontain, pursuant to Travis County code section 9 continue to 257 c.
consultation with attorney and personnel exceptions to the open meetings act.
we'll discuss these items in executive session but will return to open court before taking any action.


We have returned from executive session where we discussed all the items we announced.
number 20, the central Texas need assessment and the retail features.
we've got our briefing and questions answered.
in my view no action required today.
28, the matter involving open space land in precinct 1.
we did discuss that matter and I think we said two weeks, right?

29 is the matter involving a downtown office building by d 2000, a turnkey development company.
I suggest that we need to do additional work irkz that we discuss -- issues that we discussed, and because tomorrow at noon is a deadline for next Tuesday, we're looking at December 7th on it also.
any objection to that?

>> 30 is to consider the purchase of 18.5 acres of land in northwest Travis County in connection with the bccp.

move that we terminate current lease in March or April of 2011 by mutual agreement.

number 32 is the matter involving the claim by alicia perez against Travis County.
the charge in the eeoc matter.

33 is the matter involving the possible sale of county-owned land off fm 969 in east Austin.
I move that we approve the proposed extension for feasibility to go through December 10th and a closing date on or before December 31st of this year.

>> 34 we did discuss compensation matters, duties and responsibilities involving our executive managers.
in my view as a result of that discussion, the direction is for us to plan a full work session to discuss a variety of issues involving the executive managers, and we want to try to have that before the end of the year, right?
is that what I'm hearing between now and December 31st?
and so if we get thanksgiving behind us, maybe get some draft ideas on paper, we can schedule that.
right now we only have a work session scheduled for December 2nd, and the more I think about it, based on ms. Acre's representation of your schedules, I think we're looking at January.
so let's think mid January, okay?
can you wait until then, ms. Porter?

and between now and then maybe we can get informal input from executive managers who have been thinking about this issue.

>> 35 is the matter involving the sergio flores complaint against richard mccain and the appeal from the employee grievance panel to the Commissioners' court.
we did discuss this matter, gave general direction and indicated that we would have this back on the agenda for next Tuesday for consideration of an appropriate settlement agreement, which may involve one or more of the other constables.
that time will give us an opportunity to chat with them and fully consider resolving this matter next week.
and we want to thank constable mccain and the complainant flores for their patience in this matter.
and we have been trying to work through it.
that's more a recommendation to take, next week more than anything else.
