Number 15.
proof modification number one to contract number cm 090310 lc, executive information systems llc for a data flux software license and maintenance services.

>> judge, the question I have on this particular software is, one, I知 just looking at it because it's supposed to go through the system and the way I知 understanding this, it is to --

>> I知 sorry, Commissioner, we can't hear you.

>> deal with duplicate records that are appearing on the file.
I guess purging these records.
I知 assuming that that's what this software is supposed to do.
and this particular data flux folks, who is offering this software I guess will maintain it and make sure that when you implement the software you get a license agreement and stuff like that.
but my question is I thought that we already had in place with Travis County setups to do just what this thing is capable of doing because it does run into existing systems that we already have online, that's already operating.
and I was assuming that this particular problem had already been taken care of, so going into a gray area because -- so you would have to help me out there to make sure that I知 understanding this correctly when it comes to duplicating records.
the records come in as a duplicate, heck, you would purge it off the file, get rid of it, instead of having two identical records on the file.
so you need to let me know what's going on here with this particular purchase of software.

>> we have one license with this product now, and that is used to manage and make sure the databases are clean and that duplicate records are not there and it's used for that purpose.
this is -- we need more than one person being able to do this.
so that's why we're asking for another license.

>> well, I guess I have no problem with that except for the fact that we are still having a lot of problems with facts, for example, where we do have duplicate records that are out there and we're having a lot of ins and outs trying to deal with those kinds of records.
since we've already used this particular software, my question is how extensive is the software and how deep does it really go into the Travis County systems because we have several systems and it work for some and don't work for others.
I really don't know.

>> this product will allow us to work with any of the databases that we have, including the facts database to help clean up some of the conversion issues for the jp and some of the other things that we --

>> but we're not there.
that's my concern.
we're not there and this is what bothers me.
we're getting another license agreement for somebody to use it -- another user.
that's what we're really getting here.
but my concern is -- let me ask this question: who is the user?
who is the new user?
who would be actually using the new license?

>> it would be our programming staff.

>> your programming staff.

>> okay.
I guess my point is what I said before, if it's upside down as far as dealing with facts and we know that.
the conversion hasn't worked as it should have been working.
we know that.
now the question is how do we fix it?
is this supposed to be getting to that resolution where we do not see these unwanted records that are existing out there that has no use and stuff like that?

>> yes.

>> is this part of the solution?

>> this is part of the solution.

>> okey-doke.
I guess just can't understand why we haven't implemented it a heck of a lot sooner than what is now in the systems and they are in disarray as it is.
I don't understand that.
this was my point.
thank you.

>> the backup indicates that we need three additional licenses.

>> right.

>> so is this one or three?

>> this is three.

>> okay.
move approval.

>> second.

>> discussion?
all in favor.
show Commissioners Eckhardt, Huber and yours truly voting in favor.
Commissioner Davis --

>> abstains.

>> abstaining.
it passes by a vote of 3-0-1.
