>> that light is supposed to blink when we get the call.

>> they are trying to contact him right now.

>> [inaudible].

>> if we could go to 3 before 2, we're expecting a call from out of the country.
what island?

>> costa rica.

>> costa rica.
from the honoree of number 3.
3, approve resolution recognizing wayne gronquist for exemplary charitable work the chatauqua foundation and Travis County in imperial valley south and declaring Tuesday, November 2, 2010, to be wayne gronquist day in Travis County.

>> thank you, judge, and I thank Commissioner Davis for asking me to read this resolution.
wayne is retired and moved to costa rica, and we are hoping to get him on the speaker phone.
here he is now.
so he would like to listen in.
hello, jerry?

>> yeah.

>> jerry matthews is a dear friend of wayne and he's with wayne in costa rica at wayne's mountain top villa, a beautiful place and wayne has gone there to retire, but he did want to participate in this if at all possible.
wayne, are you there?

>> I’m in the background.

>> it's good to hear you.

>> good to hear your voice.

>> [inaudible] jerry matthews because I’m vomiting on and off and I think it would be more appropriate if he would do it.

>> I hope you get to feeling better.
I’m going to read the proclamation at Commissioner Davis' request.

>> can you read it now?

>> yes.
whereas wayne gronquist played a typical role in the cleanup of massive illegal dumping in imperial valley south, and whereas wayne gronquist devoted substantial volunteer time to a successful project to create a home for the Texas river school on the colorado river to educate and mentor disadvantaged youth.
and whereas wayne gronquist's work continues to benefit the youth of Travis County by providing a base camp for river outings and education on natural resource conservation.
now therefore be it resolved by the Commissioners court of Travis County, Texas, on behalf of the citizens of Travis County, we express our sincerest gratitude and appreciation to wayne gronquist for his devoted community service and declare Tuesday, November 2, 2010, to be wayne gronquist day in Travis County.

>> move approval.

>> second.

>> wayne suggests it's very, very good and I know he's very emotionally responsive to that recognition, and as a good friend of his who also floated the new rivers over our days, I know he loved the rivers and he loved the children and he loved keeping Austin and keeping Travis County clean.
so I can only say that if he were here, he might be a little more articulate and more responsive, but I can say on his behalf that he is honored and pleased and great full for this recognition.

>> hold on just for a minute, I have another situation here that I’d like to go ahead and present to craig smith, who is a real close friend of wayne.
it was like jonathan and david type in the bible, they are real close friends and I think it's appropriate for craig smith to have gone and did what he did this morning for you, wayne, but not only that, joe kindle is here and, of course, we want to continue your effort and, of course, with that, craig, if you don't mind coming up here, I would like to present you with this particular presentation and you can give this to the chatauqua foundation so they will have a permanent, permanent resolution for that particular foundation and present that to joe kendall.
thank you.
joe, he's the president of the chatauqua foundation.

>> wayne is the president.

>> I’m sorry.
wayne.
he's director.
let me get that straight.
wayne?
anyway, he is presented that and headed back, but anyway, the chatauqua foundation has the resolution and that was the intent.
I got the titles a little mixed up, but the intent is to do just what we did this morning for you, wayne.

>> we're coming to costa rica to visit you, wayne.
the whole court.

>> I’m going down on the 11th and

>> [inaudible] on the 13th.
he's aware and he's great full.

>> okay.
I was promoting you to that president, but I understand you are the director.

>> thank you very much.

>> no, thank you all.
thank you.

>> thank you so much.

>> this is Sam Biscoe.
we appreciate all that you did for Travis County and we'll never forget it.

>> we're going to move forward.
thank you, wayne.

>> all in favor?
that passes by unanimous vote.
thank you all, appreciate it.

>> good-bye wayne.
we'll see you on the 11th.

>> and thank you so very much for that honor and recognition.

>> see you soon, jerry.

>> bye-bye.

>> we appreciate you all's assistance, too.
