Number 20, consider and take appropriate action on items related to substantial amendments to the community development block grant provided by the united states department of housing and urban development.
a, receive an overview of recommended substantial amendments to fund the acquisition of four lots for affordable housing development.

>> christy moffett, Travis County health and human services.
on September 21st, we came to the Commissioners court to talk to you about purchasing an additional four lots in partnership with Austin habitat for human taken and its an amendment to the acquisition we just completed with habitat.
it's on the same street, and what it will do is provide habitat access to -- to design the architectural standards for that entire street.
so we had previously purchased 27 lots.
now we would like to purchase the other four for a total of 31 lots, and we're needing approximately $174,000 for that acquisition.
we do believe that's an ex sack rated estimate, but we want to make sure we move enough money just in case we need it t cost is probably going to be closer to $150,000.
so in your backup, we provided a plan, and this is an estimate right now because we're working on the final closeout for the year and trying to get these totals in concrete.
so what we're recommending is that we had approximately $12,994 in savings from program year 2008 with administration and planning expenses.
we are going to have about a thousand dollars in py 09 administration expenses, about $4,700 in savings from the program year 2009 publicer to advises project, about $89,772 in the py apache shores substandard road improvement in project savings.
and then we also had about $25,064 in the land acquisition that we used closed on the 27 lots.
there's about a $25,000 savings there.
so what we would also like to ask is that we -- is that we move $40,000 from the py 09 home buyer assistance program into this project as well.
and any savings that we have related to this acquisition we would recommend go back to the home buyer assistance program.
so for --

>> what's the total amount of savings that we have recognized, not looking at those that you have not anticipated, what would that total be?

>> oh, I haven't added it you will up, but about $133,000.

>> okay.
all right.

>> and so that -- what that does is it reduces the allocation to the housing finance corporation from 528,000 to about 480,000.
so -- but again, we would recommend it get returned back to the housing finance corporation if we don't spend it all.

>> we think these actions are consistent with the h.u.d.
requirements?

>> yes.
yes, sir, they are.
the issue was not buying the additional four lots is that it increases the cost of the homes and reduces the affordability so we want to make sure we're maximizing the affordability.

>> we started out with the desire to purchase undeveloped land and due to some of the challenges we had with this land acquisition deal, we changed our plan to purchase and develop lots, which as you can probably guess was a little more expensive so hence the reason we unusually purchased 27 and would now be requesting to go back and pick up these additional four.
